Summary You will serve as a Undersea Warfare (USW) Communications and Networking Deputy Technical Project Manager (DTPM) in the TECHNICAL PROJECT MANAGEMENT OFFICE (Code 349) of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13. Responsibilities You will work on the planning, budgeting, and managing the execution of all tasking assignments. You will support the Technical Project Manager (TPM) as the senior engineer for the cross-agency and contractor team that contributes to the USW Comms and Networking Program. You will provide technical guidance as a recognized subject matter expert (SME) and expert consultant to this community on all related technical matters. You will support the TPM in the day to day technical oversight of the NUWC technical team, which includes a diverse group of government and contractor engineers, scientists and technicians. You will make recommendations to the TPM for prioritizing personnel and laboratory resources as required to ensure key schedule milestones are met. You will use submarine communications and networking engineering expertise to provide recommendations to the TPM regarding all efforts to ensure effective execution of the program and project objectives. You will review and validate the accuracy of financial reports and utilize engineering experience to develop schedule and technical progress reports for both internal (NUWC) and external (sponsor) stakeholders. You will prepare briefs, action item responses, and technical white papers as required, and participate in routine and emergent staff and sponsor meetings. You will interface at higher levels of the command providing program updates to O6s and higher, presenting program status, program risks, and support financial updates/inquires to house and senate staffers. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), a Physicist (1310-series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For Physics Series 1310: Basic Requirements: Degree: physics; or related degree that included at least 24 semester hours in physics. OR Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.
