Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-Pacific Field Office-Guam. Responsibilities Serves as a Telecommunications Specialist (CYBER), Quality Assurance (QA) Program Manager and expert key advisor to the Chief of DISA PAC Guam Field Office. Leads the performance evaluation program, encompassing actions in support of the technical evaluation of all DISN facilities throughout Guam. Prepares associated reports to document findings, conclusions, and recommendations resulting from these activities. Manages the NSC program for Guam. Serves as the local manager for NSC training and certification, which ensures policy and procedure compliance for the appointment, training, and sustainment of all Northwest Pacific NSCs. Acts as a consultant to the Chief of DISA PAC Guam on all matters pertaining to the planning, analyzing, coordination, and implementation of telecommunications activities for a broad range of complex projects Manages telecommunications integration for the planning, development, deployment, installation, provisioning, operations, maintenance, logistics support and Quality Assurance of existing and new telecommunications systems. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. BASIC REQUIREMENT Individual Occupational Requirements Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined experience assisting with the evaluation of customer mission requirements to interpret the requirements into optimum technical, operational, cost-effective, and timely solutions in order to support an organization's enterprise information technology (IT) goals and objectives. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Education There is no substitution of education for the qualifying experience at the GG-13 grade level. Additional Information This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006. A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual. This position may be designated as Emergency Essential. Incumbent must sign a statement of understanding and an agreement to continue to perform the duties of this position in the event of a crisis until relieved by proper authority. This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency. This is a Key Position. The Department of Defense (DoD) policy on employment of annuitants issued March 18, 2004 will be used in determining eligibility of annuitants. It applies to former Federal civilian employees receiving a retirement annuity from the Civil Service Retirement and Disability Fund that are hired within the DoD on or after November 24, 2003.
