    Minnesota Management and Budget (MMB) is seeking a Financial Systems Product Owner to direct stakeholder and technical product management activities for the State of Minnesota financial systems. This position will represent the agency in financial systems technology decisions and work closely with MNIT partners to manage system specifications, quality control measures, and training activities for technology products. In addition, the position will manage and implement product communication plans, measure client satisfaction, and interact with end users, contributing to MMB’s long-term technology plans for the Enterprise.

     

    This is a new position to MMB and is anticipated to supervise product management staff.

    Job duties for this position include:

    + Advocating for resources necessary to ensure products are secure, data integrity is protected, and requirements are met

    + Direct product planning and implementation from start to finish, including establishing project priorities, developing and delivering communication and training plans, and monitoring the efficacy of Enterprise financial products

    + Provide work direction to the information technology team including business analysts, developers, database administrators, and project managers

    + Lead the development of request for proposal process as it relates to procurement of effective financial products

    + Gather feedback from end users to continuously improve portfolio products

     

    This position is currently eligible for up to 50% hybrid telework to applicants who either reside in Minnesota **or** a bordering state and within 50 miles of the work location.

    Minimum Qualifications

    + Four (4) years of experience in product management and leading systems implementation projects. A bachelor’s degree in management information systems, computer science, or software engineering may substitute for one (1) year of experience.

    + Knowledge of product management practices including backlog prioritization, risk analysis, budgeting, resource planning, quality assurance, and communications management

    + Knowledge of product and software development life cycle and agile methodologies

    + Technical skills and aptitude sufficient to troubleshoot system issues, learn quickly, and solve problems independently

    + Communication and leadership skills sufficient to manage and motivate others with varying levels of technical expertise across teams and explain complex information in a simplified manner

    + Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

    + Seven (7) years of experience in product management and leading systems implementation projects

    + Experience with the State of Minnesota financial systems and processes

    + Experience managing financial products or working with financial partners

    + PMP Certification (Project Management Professional)

    + CSPO Certification (Certified Scrum Product Owner)

    + Experience supervising staff
