    This position exists to _lead the Office of Inspector General (OIG) Enterprise and Operations Policy unit in initiating policy improvements to enhance enforcement, monitoring and compliance of licensing standards both within Department of Human Services (DHS) and across state agencies. Under administrative direction of the OIG Legislative Policy and Stakeholder Engagement Manager,_ _the incumbent assists the OIG Enterprise and Operations Policy unit, the Deputy Inspector General and the OIG Management Team by performing lead work regarding the development and implementation of_ Early Intensive Developmental Behavioral and Intervention (EIDBI) _licensing standards that cut across multiple units within DHS and other agencies._

    _Responsibilities of this position include but are not limited to:_

    + _Lead_ the development and implementation of licensing standards and processes for EIDBI programs for children with autism spectrum disorder (ASD) or related conditions.

    + Provide the Department direction on the strategic planning and policy development for implementing an EIDBI license.

    + Lead teams of department, cross-agency and other partners to develop statewide licensing standards for EIDBI providers, including, but not limited to, basic health and safety standards, physical plant standards, medication management, privacy and use of cameras where EIDBI services are provided, third-party billing procedures and requirements, and measures of clinical effectiveness.

    + Identify, design, implement and evaluate data, trends, policies and procedures impacting EIDBI providers and services.

    + Lead legislative and rule policy development, communications, reports, and stakeholder engagement efforts for EIDBI programs, facilities, and services.

    Minimum Qualifications

    Three (3) years of experience in the development of _policy and program recommendations pertaining state programs or the analysis and implementation of legislative or policy proposals, projects, and other policy initiatives._

    Experience must demonstrate the following:

    + Lead in the development and implementation of licensing standards and processes that govern state programs, particularly the Early Intensive Developmental Behavioral and Intervention (EIDBI)/autism programs.

    + _Research and analysis skills._

    + _Apply policy principles to practice and methods._

    + Develop guidance documents to assist license holders in understanding regulations.

    Preferred Qualifications

    + _Previous work on developing policy proposals and drafting legislation._

    + _Technical knowledge of the health care and human services system, administrative law processes, and the legislative process, with excellent interpersonal relationship skills, research skills, organizational skills and a working knowledge of regulatory systems._

    + _Ability to understand and quickly process data, policy, and research questions._

    + _Experienced in Project Management._

    + Design forms for new requirements that are user-friendly and capture necessary information.

    + _Ability to communicate effectively both orally and in writing._

    + _Ability to lead and organize large group stakeholder efforts, both in-person and virtually._

    + Designs and directs communication strategies (i.e. webinars) for legislative implementation plans, including ensuring information is presented to licensors and license and certification holders in plain language.

    + Variety of experiences working effectively with others from different backgrounds and cultures, including the Somali community and other East African communities.
