DEED is seeking a mission-driven Human Resources Manager to serve as the Deputy Director. This position will manage and direct the work within the Human Resources Office focused on Employee/Labor Relations, Performance Management Consultation, Workplace Culture, Employee Engagement, Training, Development, and Safety.
The advanced-level managerial position plays a pivotal role, assisting the HR Director in shaping and advancing DEED’s human capital strategies and HR programs to ensure organizational effectiveness, legal compliance, and an inclusive workplace culture aligned with DEED’s mission.
Working in this role you will:
+ Facilitate an inclusive, collaborative, and results-oriented culture with a focus on continuous improvement by developing and managing high functioning teams.
+ Manage agency customer relationships in a proactive and professional manner to ensure customers and HR staff feel valued and supported.
+ Serve as key member of the HR leadership team working together on advancing strategic initiatives, budget allocation and management of issues facing DEED and its human resources.
+ Ensure compliance with delegated authority, relevant state and federal laws, Personnel Rules, Administrative Procedures, MN statutes, collective bargaining agreements and compensation plans, agency Affirmative Action plan, agency HR strategies, and other relevant laws, policies, procedures, and guidelines.
+ Oversee the design and implementation of training strategies that support employee growth, skill enhancement, and career development across the agency.
+ Develop programs that strengthen employee connection, recognition, and collaboration across teams.
+ Champion initiatives that promote a welcoming, equitable, and engaged workplace.
This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
Minimum Qualifications

Four (4) years* of advanced human resources experience in employee and labor relations, strategic HR planning, workforce engagement, or leadership development.
This experience must also demonstrate proficiency in the following:
+ One (1) year of supervisory/managerial experience
+ Experience independently interpreting and applying federal and state employment laws, statutes (including MN Chapter 43A and PELRA), and collective bargaining agreements and compensation plans.
+ Leading complex workplace investigations, conflict resolution, and labor negotiations.
+ Developing and implementing HR policy or strategic initiatives.
+ Consulting with executive leaders on HR strategy, risk management, and compliance.
+ Addressing and strategically resolving highly complex or sensitive HR challenges involving significant organizational impacts, legal considerations, cultural transformation or state/organization-wide implications.
*Associate’s degree in Business Management, Organizational Development, Public Administration, Employment Law, or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor’s degree substitutes for one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience
Minimum qualifications to be assessed during the interview process:
+ Human relations/interpersonal skills sufficient to develop/maintain a cohesive HR team and effective work relationships; and tactfully present/explain information to internal and external customers.
+ Effective communications skills sufficient to effectively respond to questions; develop, explain, and support HR policies and processes; represent the division on statewide and agency workgroups and arbitrations, etc.; and develop and deliver presentations.
+ Analytical, critical-thinking, and problem-solving skills sufficient to evaluate complex information and issues; identify, analyze, and present options; make sound decisions and implementation plans; and provide guidance to management on a variety of HR-related issues.
+ Commitment to treating employees inclusively in the areas of reasonable accommodation, individualized resources need, training, and development, irrespective of cultural differences.
Preferred Qualifications
+ Experience working in a Human Resources position within the State of Minnesota enterprise or other government organization.
+ Experience in managing and/or developing and delivering HR-focused in-house training initiatives and management development, leading and/or planning organization-wide training events, and measuring or evaluating the effectiveness of training initiatives.
+ Experience implementing new ideas, programs or initiatives that advance and innovate existing HR processes and services within interdisciplinary teams across an organization.
+ Leadership and delegation skills sufficient to effect desired changes within the organization.
+ Experience with agile methodology and customer-centered design.
+ Experience that includes implementing a diversity, equity, and inclusion strategic plan through the lens of HR related functions.
