    Job Description and Duties

    The CalSTRS Enterprise IT Solutions & Innovation Division is seeking a motivated individual to work as an Information Technology Specialist II on the Web Solutions Development / Application Architecture Team.

     

    The Enterprise IT Solutions and Innovation Division provides solutions development and related support services aimed at delivering and optimizing the CalSTRS enterprise-wide, technology-based solutions to the business. This division works in collaboration with the Project Management, Infrastructure and Operations, Enterprise IT Governance and CalSTRS business areas in the delivery of quality solutions that meet or exceed the business needs of CalSTRS. This division manages and provides oversight to Solution Services, START Solutions Development and Web Solutions Development Units.

     

    The Web Solutions Development Unit manages and provides oversight to Application Architecture, Web Application Development and Web Content & Collaboration Teams to perform complex and technical, hands-on design and development to deliver web- based business solutions through opportunistic, efficient system integrations, responsive and highly usable web GUI designs, and highly secure, performant, lightweight architecture.

     

    The Application Architecture Unit consists of three specialties: systems architecture, software (sometimes known as technical) architecture and SharePoint architecture. All three roles require advanced software development, IT infrastructure and system administration expertise and are frequently involved in troubleshooting, performance tuning, and optimization of CalSTRS systems. Working with the Application Development Teams and Service Management, Application Architecture governs releases of code changes, setup and availability of test /prod environments, and system integrations/upgrades. Primarily Microsoft-based technologies are used.

     

    Under general direction of the Web Solutions Development Manager, the Application (Software) Architect advises on critical CalSTRS applications, interfaces, and services. The Application (Software) Architect works collaboratively with developers and other technology architects to review and propose designs consistent with CalSTRS standards, patterns and practices and service-oriented architecture. As a technical leader within the Application Architecture team, the incumbent makes critical design pattern and technology decisions supported by careful evaluation of alternative options, and trains/mentors development staff to adopt and adhere to the chosen architecture through initial and subsequent iterations. This position involves performing Software Architecture duties in the Software Engineering domain requiring innovative problem-solving where guidance is not readily available.

    The ideal candidate will possess the following skills:

    + Experience in various cloud technologies, especially AWS, Azure, and/or GCP

    + Experience using Microsoft Web API and Microsoft ASP.NET MVC with Angular.js or Knockout.js

    + Experience using GitHub, Azure DevOps for code repository, Build, Testing and Release Management

    + Experience facilitating solution planning, vendor management, and market research for technology procurements

    + Experience configuring solutions in low-code cloud platforms such as Microsoft Power Apps or similar technologies

    + Excellent oral communication and technical writing skills

    + Ability to mentor development staff to work effectively with established design patterns leveraging shared services, a robust library of base classes, and available utilities

    + Ability to create technical specifications, functional requirements, design models, test plans, user documentation, or other SDLC artifacts as needed

     

    Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

     

    **Telework Information:** CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.

     

    In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

    Working Conditions

     

    All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.
