Summary The PA IV Chief of the Mental Health Residential Rehabilitation Treatment Program (MH RRTP) holds significant responsibilities for the administrative and complex clinical operations of the VA Southern Oregon Rehabilitation Center and Clinics (SORCC) MH RRTP. This position is located in White City, OR (onsite) and only open to current VHA employees. Responsibilities Located in the Rogue Valley, White City allows easy access to Metro-area of Medford while remaining engrossed with nature. White City is an unincorporated community in Jackson County, Oregon, in the Rogue Valley. It is about nine miles north of Medford and 34 miles north of the California border. Enjoy the scenic drives to either Crater Lake, Oregon's only National Park, and to the mountain resort Lake of the Woods. Take a family-friendly hike to a waterfall or ride the only section of the Pacific Crest Trail that's open to mountain bikers. VA offers a comprehensive total rewards package. The role involves overseeing a staff of more than 130 professionals, guiding program development, and managing all aspects of leadership within the MH RRTP. The Chief is also responsible for ensuring the proper implementation of processes and standard operating procedures from the point of referral through to discharge follow-up. The VA SORCC MH RRTP serves Veterans from across the Veterans Integrated Service Network (VISN) and from various locations nationwide. The program, which operates a 181-bed unit, is supervised by the MH RRTP Chief and supported by a dedicated team of professionals committed to providing multidisciplinary treatment in a supportive and homelike environment. The leadership team, under the Chief's direction, includes a Deputy Chief of Operations, a Deputy Chief of Admissions, and a Deputy Chief of Programming. The PA IV Chief of the Mental Health Residential Rehabilitation Treatment Program (MH RRTP) is responsible for adhering to the directives and ensuring compliance with accrediting agency standards. This includes delivering Veteran-centric, recovery-oriented, and trauma-informed care to the Veterans served by the program. The Chief is also tasked with strategic planning and ensuring quality service delivery through data-driven quality assurance processes. In addition, the incumbent is responsible for developing and implementing policies and procedures that promote recovery-oriented and evidence-based care. Collaboration with outpatient behavioral health teams to facilitate seamless transitions in care is another key responsibility of the MH RRTP Chief. The role involves creating action plans related to various initiatives, deadlines, and employee surveys. Furthermore, the Chief ensures that the MH RRTP team remains focused on principles of high reliability organization. This includes conducting weekly staff rounding, daily huddles, weekly team meetings, and committee meetings requiring MH RRTP involvement, as well as participating in Behavioral Health Service line leadership meetings and engagement opportunities to support a continuum of care for all Veterans served. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Physician Assistant Basic Requirements Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant ~AND~ Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) ~AND~ Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia. PA IV (Clinical Leader/Administrative Leader) PAs at the PA-IV grade level may serve as clinical leader or administrative leader. Clinical PA Leaders may be assigned to positions/studies where limited guidance exists as physician oversight is not required. Administrative PA Leaders are involved with strategic planning and administrative/managerial responsibilities for integrated programs that cross service and/or discipline lines and influence organizational mission and health care. A PA clinical leader/administrative leader may monitor or evaluate services or programs with interaction of senior administration. Experience. PA clinical leaders/administrative leaders require five years of experience which included leadership assignments that involved formulating program objectives and priorities, implementing plans and practices, and 9 interpreting regulatory and organizational guidance to develop and implement policies and/or procedures. Demonstrated Knowledge, Skills, and Abilities. PAs at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA IV: Ability to assess information and make recommendations that may significantly affect the content, interpretation, or development of programs concerning critical matters or key issues within the health care system. Ability to schedule and supervise staff, students, or ancillary personnel, to include conducting performance evaluations. Skill in planning, organizing, directing, and controlling an integrated program. Skill in design, management of budget, and cost benefit analysis to ensure optimal stewardship of resources. Ability to analyze complex medical care, organizational processes and/or systems, and develop and implement solutions that improve outcomes at the program or service level. Ability to develop and recommend new or revised policies or procedures to justify program goals and motivate assigned personnel. Preferred Experience: Minimum of five (5) year clinical experience in performing initial clinical diagnostic evaluations, and formulating treatment plans for psychiatric patients in inpatient and outpatient settings. Minimum of five (5) year of leadership experience managing a team/program/ or supervising staff. Experience prescribing medications; coordinating medical care for behavioral health patients with primary care or specialty medical/surgical colleagues. Experience coordinating the admission and discharge of patients. Collaborating with other behavioral health positions. Minimum of five (5) year of experience of leadership, either leading people or overseeing a program.
