Summary You will serve as a Supervisory Instructional Systems Specialist in the SURFACE WARFARE OFFICERS SCHOOL. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Responsibilities You will assign direct work to a multidisciplinary team of functional specialists based on priorities and workload. You will establish evaluation criteria for use in education and training evaluations You will oversee and provide in-service Training Programs for course managers, instructor evaluators and curriculum developers. You will monitor instructor certification programs to provide detailed recommendations for improvements. You will conduct needs assessments to develop the basis for new or updated curricula. You will schedule and conduct annual and formal course reviews submitted for evaluation Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and maintaining criteria and policy for curriculum materials and instructor certifications, and evaluations; 2) Directing internal and external evaluations of course reviews, instructor certifications and master training specialist programs; 3) Leading, mentoring, and providing guidance to military and/or civilian personnel in course and curriculum development procedures and standards; 4) Managing, directing, and maintaining accreditation programs; 5) Evaluating staff and faculty adequacy, instructional methods, utilization of training aids, equipment, devices, facilities, and administrative policies. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.
