Duties Description Job Description: Under the direct supervision of the IBR Director of Research and reporting to the IBR Administration, the Research Scientist 3 (Compliance) will assist IBR researchers throughout the life cycle of a research project including inception, start up, maintenance and close out. This individual will serve as a liaison to the oversight Institutional Review Board (IRB), working closely with the IRB, Compliance of Office of Sponsor Projects across the NYS OPWDD and OMH entity to assure continued guidance for researchers. With guidance from the Director of the Human Research Protection Program (HRPP), the IBR RS3 will develop, refine and implement policies and procedures that provide specific assistance to OPWDD/IBR researchers. Responsibilities include but are not limited to assistance with protocol development, guidance on oversight of studies posted on ClinicalTrials.gov site, education and assistance with grant congruence requirements *IBR is the research arm of the New York State Office for People with Developmental Disabilities (OPWDD). OPWDD is responsible for coordinating services for New Yorkers with intellectual and/or developmental disabilities (IDD), including intellectual disabilities, Down syndrome, autism spectrum disorders, rare genetic syndromes, and other neurological impairments. Through our Jervis Clinic, a unique Article 16, Part 676 Clinic, IBR provides clinical evaluations with a multi-disciplinary approach.NYS OPWDD IBR provides a professional setting in a world-renowned research facility located on Staten Island, NY, on a wooded, suburban campus with free off-street parking. The compensation package includes New York State Health Insurance Program (NYSHIP) insurance, a generous sick leave and vacation package, vesting in the NYS pension fund, and a deferred compensation plan. NYS Public Employees Federation (PEF) union benefits include tuition reimbursement and dental and optical coverage. Telecommuting work plan is negotiable. Duties and Responsibilities include:• The RS3 (Compliance) will provide researchers guidance on relevant factors that should be considered as they plan a research project. Information will be provided related to departments to consult with and information that should be prepared prior to submission of a proposed human subject research project, including but not limited to consents, advertisements, and plans for accessing data.o Assistance to the research community will include providing guidance on human and non-human research concepts, directing researchers to the appropriate IRB representatives to obtain official outcomes, and providing information on pertinent New York State, OMH, RFMH, and facility requirements, laws, and regulations.o Assistance will also provide to guide researchers towards the appropriate local resources for obtaining Material Transfer Agreements, Data Use Agreements, Business Associate Agreements, and other contracts that may be required to establish or maintain proprietary.• The incumbent will advise researchers on strategies to mitigate risks throughout the study implementation and conduct. They will provide real-time training as researchers complete Site Initiation Visits and initiate enrollment. For funded projects, the incumbent will work with research teams to ensure grant congruency processes will be confirmed between IRB and grant administration.• The incumbent will be available as a resource to discuss possible changes in a study to ensure that alterations are considered by the research team with the same comprehensive plan that was taken at initiation. They will confirm that changes that occur in funding are translated to the protocol, serving as one resource in confirming continued grant congruence. Minimum Qualifications Non-Competitive: bachelor’s degree and four years of professional research experience in an appropriate field.Substitutions: master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.
Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 25 ($96,336) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($121,413).• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.• Preference will be given to OPWDD employees impacted by closures.
