    Duties Description Strategic Planning and Innovation (SPI) performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts.Under the direction of the Assistant Director, the Business Systems Analyst 2 will be responsible for managing strategic planning metrics and reporting requirements assigned to the SPI Division within the Department of Civil Service and will provide backup and support for the Business Systems Analyst 3.Duties include, but are not limited to the following: · Develop and execute a plan to update the Agency’s strategic plan on a regular basis.· Direct staff in the monitoring of metrics associated with the strategies contained in the agency strategic plan.· Identify data needs and work with data analysis teams to develop data solutions.· Communicate metrics and potential issues to stakeholders in a timely manner.· Direct staff in developing inter and intra agency surveys as required, analyzing results and creating reports. · Direct staff in writing other reports as required by executive staff.· Direct staff in researching human capital management trends and best practices.

     

    Minimum Qualifications NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS): Either A. a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.Or B. a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.*****Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.REASSIGNMENT QUALIFICATIONS: Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Business Systems Analyst 2, if less than one year, you must be currently reachable on the Business Systems Analyst 2 eligible list for the Albany location if one exists.COMPETITIVE QUALIFICATIONS:You must be reachable on the current eligible list or eligible for transfer. 70.1 TRANSFER QUALIFICATIONS:One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service. 52.6 TRANSFER QUALIFICATIONS:One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. *Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. SUBSEQUENT 55B/C QUALIFICATIONS:A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 21.
