The City of Durham, NC Environmental & Street Services Department, is seeking a Senior Street Maintenance and Operations Manager. The Environmental and Street Services Department (ES&S) is comprised of three divisions: Infrastructure Maintenance, Solid Waste, Engineering and Stormwater Divisions. ES&S is comprised of more than 300+ full-time employees and provides a wide range of services, including street & stormwater maintenance, management of residential waste and recycling, engineering design and survey services, over grown lot and graffiti abatement, and storm water management. ES&S plans and executes the City's winter weather and natural disaster plans. ES&S ensures that the street and stormwater infrastructure is safe and well maintained, which supports the quality of life and serves as a foundation of a healthy economy. As guided by the City's Strategic Plan, ES&S serves as a steward of the City's physical assets and ensures that residents live in a safe, secure and thriving community.
The Maintenance Division is responsible for public roadway maintenance, dirt road maintenance, alley and sidewalk maintenance in the city, and the maintenance of the storm water drainage system within the city's right of way. The Maintenance division also plans and executes the city Winter Weather Plan to reduce the hazard to traffic created by snow and ice, and debris from natural disasters. Within the Maintenance Division, there is a Street Cleaning section, and it is responsible for removing debris on city-maintained streets and litter collection citywide. It is also responsible for the removal of dead animals within the city right-of-way.
Duties/Responsibilities
The Senior Street Maintenance and Operations Manager will have industry knowledge and provide technical and administrative support to the Maintenance Division. This position is responsible for developing and implementing the division work plan, reviewing and prioritizing open service requests and work orders, meeting with contractors and private utility companies, and developing pavement condition surveys. The Senior Street Maintenance and Operations Manager also:
+ Manages the ES&S, Street Maintenance Division; manages staff; develops strategic goals, policies, and procedures; coordinates projects, programs, and operations; monitors performance metrics; prioritizes and evaluates projects and tasks; develops project scopes and work plans; coordinates special projects and programs; ensures adequate staffing and budget levels; and manages and administers contracts.
+ Ensures compliance with safety and applicable regulations, codes, policies, contracts, plans, standards, requirements, and procedures; performs compliance reviews, inspects staff performance and worksites; oversees service planning, data collection and analysis; and oversees the development and delivery of safety training.
+ Develops and manages budgets; monitors and reviews expenditures; researches and analyzes budget, financial, procurement, and related data; prepares and/or oversees the preparation of financial forecasts; establishes budgetary controls; authorizes payments; reviews, recommends and/or approves budget adjustments; and research funding options, including grant-related opportunities.
+ Prepares, maintains, reviews, and/or approves complex, technical, and highly visible reports, work plans, memos, specifications, licenses, contracts, requests for proposals, bid documents, and other documents.
+ Coordinates with the City Council, residents, City departments, and external agencies; convenes, facilitates or attends meetings; attends conferences and hearings as a representative of the City; identifies technology and management needs; coordinates emergency response operations; establishes and maintain partnerships; reviews and approves policy changes; and provides professional and technical assistance.
+ This position reports to the Assistant Director of Environmental & Street Services Department, Maintenance Division.
+ Performs other duties of a similar nature and level as assigned.
Minimum Qualifications & Experience
+ Bachelor’s Degree in engineering, building construction, or a directly related field OR equivalent experience.
+ Six years of related maintenance management experience with street maintenance and/or stormwater services.
+ Two years of supervisory experience.
+ Must have a valid, unrestricted, North Carolina Class C driver's license "or" if you currently have another state driver's license, be willing and able to obtain a valid NC driver's license within 60 days of start date.
Additional Preferred Skills
+ Experience leading teams, evaluating programs and work objectives and effectiveness is required.
+ Experience supervising and monitoring performance for a regular group of employees or department, including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work.
