Responsibilities Summary: The primary purpose of this position is: to work in concert with the Lead International Training Scheduler identifying, tracking, and scheduling all training courses furnished to International Military Students (IMS); to serve as the Training Request Quota Identifier (TRQI) Manager; assist the USAF training Military Articles and Services Listings (MASL) Manager for all scheduling and quota management pertaining to USAF international flying and flying related training programs; manages training scheduling programs, tracks, and courses for international customers consistent with U.S. national security and foreign policy objectives in support of Major Weapons Systems (MWS) sales, Foreign Military Sales (FMS) program, or as part of the Partner Nation's International Military Education and Training (IMET) program. Duties: Under the direction of the Lead Scheduler, this position is the point of contact for daily and recurring complex Foreign Military Sales (FMS) Air Force Quota Manager to training providers, Training Requester Quota Identifier (TRQI) managers, and Country and Training Program Managers (CM/TPM) for all matters regarding quota-bearing international education and training, regulations, and guidelines. The Scheduler will conduct reviews and coordinates, training schedules and tracks training for all International Programmed Flying Training (PFT) and Flying-related training programs for the USAF. The employee will schedule Familiarization/Qualification (FAM/Qual) for YMS through the appropriate MAJCOM/schoolhouses. The Scheduler will develop official correspondence, messages, and items of interest, staff summaries sheets, and talking papers relative to scheduling management plans, additional duties, and special projects as directed. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the Specialized Experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions- Foreign Affairs Series (0130) BASIC REQUIREMENT: Education: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in above, plus appropriate experience or additional education. OR Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. For qualifying experience at the GS-09 or above click here to view occupational requirements for this position: AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants meet the basic requirements for the GS-0130-13 or above and I have at least one year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sector). Examples of specialized experience include knowledge of the concepts, principles, and practices of the USAF and AETC organizational structure; as well as a thorough knowledge of the program's guiding principles, pertinent laws, regulations, policies, and precedents in the International Traffic in Arms Regulations; International Security Assistance Training; DOD and State Department policies; and Air Force, Air Education and Training Command and specific policies, directives, and instructions governing the ability to manage quota allocations for international training users accurately; knowledge of Air Force Security Assistance Training (AFSAT) programs, missions, and functions of the AETC command along with knowledge of analytical and investigative techniques to conduct scheduling requirements and utilization. Skill in conducting detailed analyses of work processes, including examination of production standards; past, present, and programmed workloads; nonproductive time; and deviations from standards to determine validated scheduling process requirements for DOD, AF, AETC, and AFSAT; knowledge of the workings of foreign governments, the nature of their military and civilian governmental structures, and the culture and the political dynamics influencing them; knowledge and familiarity with sister services, joint/unified commands, civilian training agencies/programs, and other government agencies to accurately manage quota allocation and coordinate availability of training slots; knowledge and skill in applying analytical and evaluative methods and techniques to the Airmen pipeline management program, and the programmed flying training (PFT) and identification of student entries required to satisfy requirements established by Air Staff; knowledge of AF and AETC major issues, program goals and objectives, work processes, and administrative operations as they pertain to AFSAT policies and the international training scheduling process; knowledge of planning, scheduling, and project coordination used to evaluate and recommend ways to improve the effectiveness and efficiency of work operations. Skilled in adapting analytical techniques and evaluation criteria to the measurement and improvement of scheduling program effectiveness; knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning international training and scheduling processes, drawing conclusions, and recommending appropriate action; knowledge of MilPDS/OTA, DSAMS, and ETCA software operating procedures and AETC technical training course programming policies, including many rules and exceptions to manage the distribution of class training seats and to maintain course data; knowledge of qualitative and quantitative scheduling techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, and work processes of programs throughout DOD, AF, and the AETC MAJCOM command; knowledge in conducting studies, analyzing findings, and making recommendations on substantive scheduling and flying training programs; knowledge in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; and knowledge in making analytical and evaluative decisions regarding regulations set forth by the Defense Security Cooperation Agency (DSCA) and Air Force International Affairs (SAF/IA) and guidelines include established DOD, USAF, and AFSAT policies and procedures. However, guidelines do not always cover the situations encountered; the employee is often expected to devise and recommend appropriate ways to accomplish the work through the application of specific cases, problems, or unusual circumstances in training program management. OR EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Education QUALIFICATIONS: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of USG International/Foreign Affairs objectives, Arms Export Control Act (AECA), and Foreign Military Sales (FMS) processes, and/or understanding of international relations policy objectives within Security Assistance/Cooperation Programs. Knowledge and technical skill to develop, analyze, and evaluate training options within the legal scope of an FMS program and diplomatically communicate complex plans to USG and international stakeholders. Knowledge of the procedures for the development, coordination, and planning for the formulation of Letter of Offer and Acceptance (LOAs) to include cost, schedule, and availability of DoD or contractor provided training options. Ability to analyze and coordinate a FMS cases for specific requirements, within USG and DoD regulatory policy, for money, manpower, materiel, facilities, and services needed to support the program and when necessary, apply the federal acquisition process for development, implementation, line management, execution, and closure of FMS training cases. Ability to work complex project management issues with foreign governments, their military, and U.S. industry with an understanding of cultural, socio-political, and economic dynamics. In-depth ability to use office computer software applications in the preparation of word documents, spreadsheets, and presentations; ability to communicate effectively and diplomatically in written and oral mediums to operate student tracking programs and software and effectively manage and track student and training requirement forecasts, course flows/training tracks, and current and past production utilization rates. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
