The City of Eugene Engineering Division is seeking an Assistant/Associate Transportation Planner.

The Public Works, Engineering Division's Transportation Planning Team seeks a driven and collaborative person who thrives in a team environment. The Team works with government partners and community groups to develop and implement short and long-range plans, develop multimodal transportation projects including new pedestrian and bicycle facilities and the design of streets, and obtain financial resources to plan and build projects that lead to a complete, comfortable and safe multimodal transportation system. Transportation Planning's programs include:
+ Implementing the Eugene 2035 Transportation System Plan (TSP) including policy and program development and capital project design and development
+ Implementing the Eugene Vision Zero Action Plan
+ Coordinating planning efforts locally and regionally
+ Transportation Options programming and outreach
+ Procurement of grant funding
Currently, there is a need for an Assistant / Associate Planner to help with a wide range of projects on the team. Depending on the knowledge, skills and abilities possessed by the successful applicant, this position may be filled as either an Assistant Planner or an Associate Planner.

Salary Range:
Assistant Planner - $38.55 - $41.13 / hourly; $80,184.00 - $85,550.40 / annually
Associate Planner - $42.04 - $54.64 / hourly; $87,443.20 - $113,651.20 / annually

Examples of Duties Performed - Duties may include but are not limited to the following
• Supports multimodal capital projects that improve and complete Eugene’s transportation system.
• Assists with corridor studies.
• Analyzes traffic crash data.
• Assists in the update of plans and polices that support and guide transportation planning work.
• Collaborates with higher level planning staff to set goals and objectives.
• Reviews and gives feedback on projects throughout the planning, design, and construction phases.
• Applies for grants, including regional, state and federal grants to fund transportation projects.
• Utilizes the City’s Transportation System Plan prioritization tools to identify high priority projects.
• Works with the Division’s Community Engagement Coordinator to effectively communicate project goals, details, and timeline to the community.
• Plans and conducts effective community stakeholder engagement.
• Answers questions and provides information to the public related to active transportation.
• Presents and receives feedback from the City’s Active Transportation Committee on key projects.
• Assists in maintaining an up-to-date map of the City’s transportation system, providing seasonal project information to GIS mapping staff.
• Helps collect, prioritize and respond to community concerns around traffic speeds including scheduling traffic counts and programming traffic calming projects.
• Coordinates with, and supports, transportation options outreach events, programs, and promotions of newly built capital projects.
• Creates written documents for the City Council and other committees and advisory boards; makes and delivers presentations as required.
• Participates in regional transportation planning through the Lane County Metropolitan Planning Organization and represents the City of Eugene as needed.
• Prepares or oversees the preparation of maps, charts, and graphs for transportation planning projects.
• May serve as project manager for transportation planning projects. Which would include conducting consultant selection, negotiating, developing and managing contracts.
• Contributes to staff development on diversity and creating a respectful work environment.
• Performs related duties as assigned.

A typical way to obtain the knowledge and abilities would be:
Training:
+ Equivalent to a bachelor's degree from an accredited college or university in urban and regional planning, transportation or civil engineering or closely related field.
+ Master's degree in a planning related field is desirable.
Assistant Planner Experience: One year of transportation planning related experience
Associate Planner Experience: Three years of transportation planning related experience
The Ideal Candidate will possess the following knowledge, skills, and abilities:
Knowledge of:
+ Basic modern principles and practices of urban multimodal transportation planning.
+ Methods and techniques of effective technical report preparation and presentation.
+ Recent innovations, current literature, best practices and sources of information related to urban transportation planning, multimodal transportation design, transportation safety and program administration.
+ Adobe Acrobat Pro, ArcGIS and Microsoft Office Online.
+ Transportation planning acronyms and terminology.
+ Spanish language speaking and writing skills desirable.
Ability to:
+ Perform professional planning work, take initiative, facilitate meetings with stakeholders.
+ Conduct collaborative community outreach – establish and maintain relationships with advocates, neighborhood associations, and members of the public through tabling, presentations and meetings.
+ Learn applicable State and Federal traffic laws and regulations.
+ Analyze and compile technical and statistical information of moderate difficulty and prepare reports.
+ Communicate clearly and concisely, orally, in writing and graphic work. This includes communicating, translating and interpreting complex transportation planning projects, issues, technical data and laws into clear formats the public can easily understand.
+ Become familiar with related maps, studies, resolutions, ordinances, and other planning resources.
+ Speak Spanish fluently (desirable, but not required qualification).

Working Conditions
Regular focus on a computer screen. Daily precise control of fingers and hand movements. Daily standing and sitting for prolonged periods. Attendance at meetings or activities outside of normal business hours. Occasional operation of a motor vehicle and/or a bicycle on public streets. Occasional physical exposures when making site visits.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
