    Position Highlight

    In this dynamic role, the Program Manager 1A will lead efforts indata collection, analysis, and visualization, supporting managers and their teams with the tools and reports needed to assess performance, identify trends, and track progress toward key goals. This position is vital in helping the Office of Aging and Adult Services (OAAS) meet the growing demand for data-informed oversight and continuous improvement.

    Minimum Qualifications

    Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

     

    An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    + Management of the collection, preparation, analysis, and visualization of data and information relative to the operation of Home and Community-Based Services HCBS programs, including Permanent Supporting House (PSH), Quality Assurance Team (CAT), as well as Nursing Facility Admissions (NFA). This work requires extensive knowledge of Medicaid and OAAS data systems related to nursing facilities and Medicaid home and community based programs administered by OAAS.

    + Researches various program operation and performance issues including payment methods, service utilization trends, and provider service patterns. Researches issues, builds background briefing documents, collects and analyzes data and develops management reports and presentation materials.

    + Serves as a subject matter expert on new OAAS system development, providing information on OAAS procedures and data collection needs. Works with technical staff to expand information system capacity utilizing general knowledge of information systems and data management methods used in the department.

    + Works closely with OAAS Quality Management staff to collect, analyze and report out quality performance for OAAS programs.

    The incumbent should demonstrate the following skillset:

    + Excellent communication skills, both written and verbal

    + Excellent organization skills and attention to detail

    + Experience with data management, analytics, and data visualization tools (Excel, R, Python, SQL, SAS, Tableau, Power BI, etc.)

    + Preferably, experience programming SQL queries
