Job Information
Open to the general public and any current Municipal employee.
This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the AMEA.
DEPARTMENT: Anchorage Health Department
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.
Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation at the discretion of management with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

Example of Duties
Maintains complete accounting records for Community Development Block Grant (CDBG), Home Investment Partnerships Act (HOME) grant, as well as other federal grants under the Housing and Urban Development (HUD) structure. Analyzes, establishes, and reconciles the annual budget while maintaining and evaluating projects, and related budgets for contract development. Implements, oversees and administrates the HUD guidelines and procedures in relation to the funding of activities to support economic and development, affordable housing, and other activities for low-income families and/or vulnerable populations. Oversees the fiscal and accounting systems for both federal and state grants in relations with CDBG/HOME grants. Recommends federal policies within federal guideline boundaries for creation, or modifications to internal financial policies and procedures.
Maintaining the accounting systems in the Municipal database(s) and HUD database. Coordinates the year-end grant clean up, financial audits and compliance monitoring. Tracking the HUD funding reconciliation and tracking expenditures meeting the expectations of the Anchorage Health Department (AHD), acting as HUD subject matter expert (SME) for the Department of Finance in the Municipality of Anchorage (MOA).
The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (AHD) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD employees may be called to engage in emergency operations responses and recovery.
Minimum Qualifications / Substitutions / Preferences
Bachelor’s degree in Accounting, Economics, Management, Business Administration or a related discipline and three (3) years of professional accounting work experience.
OR
A certificate as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) and three (3) years of professional accounting work experience.
OR
Associate’s degree in Accounting, Economics, Management, Business Administration or a related discipline and five (5) years of professional accounting work experience.
OR
High school diploma, GED, or equivalent and seven (7) years of experience in accounting, payroll, or similar office responsibility.
Additional Important Information
Preference will be given to returning Seasonal Employees who are eligible for Recall as per AMEA 3.14.8, and to any current Anchorage Municipal Employees Association (AMEA) employees. Recalled and AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-AMEA applicants.

Military Service Interview Preference :
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
