Description
The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is comprised of three technical bureaus which are Business Enablement, Customer Success and Productivity, and Technology Infrastructure and Cybersecurity. There is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. IT sets technology policy direction for the enterprise, identifying, recommending, implementing, and maintaining technology and solutions to support the City’s business needs. Collectively, the 95 IT staff members work together to provide essential services and technical support to all City staff and business functions while maintaining a supportive, respectful, and inclusive culture in the department.
The Radio Communications Systems Supervisor ensures reliable radio communications for Police, Fire-Rescue, and other City departments by overseeing the operation and maintenance of the 800 MHz public safety system and related networks. The person in this role supervises technical staff by training and evaluating staff performance, performing quality assurance of work done by staff, and scheduling on-call and emergency support. They also schedule installations, manage drive-up customer service, ensure compliance with safety standards, and manage inventory. The Supervisor works closely with internal departments and external agencies to assess communication needs and recommend solutions to support the seamless, mission-critical communication services that are required.

Essential Functions
Essential functions include but are not limited to:
+ Supports operations of the 800 MHz digital trunking radio system by reviewing system usage and diagnostics with the network management terminal and associated applications. Performs repairs and maintenance of radio systems by receiving incoming equipment, generating work orders in CommSHOP 360, determining necessary repair, obtaining parts, replacing defective components and aligning, testing, completing work orders in the system and performing preventative maintenance at multiple sites.
+ Leads coordination of subscriber programming of established radio equipment to the trunking radio system based on the communication needs of each city department. Performs system analysis by using vendor software and special test equipment to obtain operational data, analyzing files from data acquisition modules, monitoring real time radio traffic, listening to dispatch center audio recordings, and locating, measuring and identifying interfering wireless signals.
+ Supervises maintenance and support of trunking and conventional radio systems, including dispatch console configurations for Police and Fire-Rescue. Acts as the escalation point for complex technical issues, ensuring seamless communication between internal teams and external partners. Provides expert guidance to staff and external customers on data analysis and system enhancements, fostering a collaborative approach to service delivery and innovation.
+ Manages technical projects and initiatives by setting priorities, tracking milestones, mitigating risks, and driving resolution of operational issues. Ensure deliverables are met on time and align with organizational objectives.
+ Demonstrates strong analytical and technical comprehension skills, with the ability to interpret and apply complex technical documentation, schematics, and mathematical instructions. Provides mentorship and training to team members, enhancing technical proficiency and service quality.
+ Communicates effectively with both technical and non-technical audiences, translating complex radio communication concepts into clear, actionable guidance for users and stakeholders without engineering backgrounds.
+ Administrative and Leadership Responsibilities
+ Oversees the inspection, maintenance, and structural integrity of City-owned communication towers in alignment with safety standards and operational readiness requirements.
+ Serves as the City’s representative on regional communications committees, contributing technical expertise and aligning local strategies with regional interoperability initiatives.
+ Supervises and evaluates team performance, providing regular feedback, coaching, and conducting performance appraisals to support staff development and ensure high-quality service delivery.
+ Manage scheduling, resource allocation, and workload balancing to maintain efficient operations and meet deadlines across multiple projects and service areas.
+ Maintains compliance with safety and regulatory standards, ensuring that all system operations and field activities meet applicable codes and agency policies.
+ Develops and implements standard operating procedures (SOPs) to streamline workflows, improve operational consistency, and support cross-training and succession planning.
+ Coordinates and leads team meetings, promotes a culture of accountability and continuous improvement, and facilitates effective communication within the team and with partner departments.
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Four years' experience in Simulcast Trunking Systems.
Preferred Education/Experience:
+ A minimum of five years in radio communications and/or networking is expected.
+ Motorola Two Way Radio/System training preferred.
+ Graduation from a United States Military Electronics or Telecommunications training school is also preferred.
Preferred License(s) and/or Certifications:
+ FCC General Radio Telephone Operators License or ETA Electronics Technician Certification
Additional Information & Requirements
Work Location: 1112 Azalea Garden Road, Norfolk, VA 23502
Work Hours: Monday to Friday; 7:30 a.m. – 4:30 p.m.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
