    Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This position is for a HR Specialist (Compensation/Recruitment/Placement), Position Description Number T5022P01 located in the Joint Force Headquarters, Marietta, Georgia. This is a full-time, Excepted Permanent position that DOES NOT require Army National Guard Membership. Area of Consideration: Open to current on-board Federal Employees within the state of Georgia. Responsibilities As a HR Specialist (Compensation/Recruitment/Placement), GS-0201-12, you will: Serve as the state's principal Recruitment and Placement advisor and technical consultant to management involving a wide variety of complex issues impacting the full range of staffing options and recruitment strategies for a variety of professional, administrative, technical, trades and labor occupations. Provide expertise on staffing programs, pay setting, recruitment/retention/relocation incentives, military technician compatibility, reduction-in-force, permanent change of station, placement and promotion issues, and other special interest programs. Provide advice to management on the potential impact of proposed reorganizations on current employees and future recruitment efforts. Review organizational progress toward achieving objectives; provide feedback to management regarding positive or negative trends and recommend long-term and short-term strategies for overcoming employment and promotion barriers. Analyze, evaluate, and report on the state's current civilian employee staffing situation including turnover, vacancies, and current recruiting strategies to identify and forecast staffing problems. Research and develop solutions and strategies to recruitment and retention problems that integrate a variety of flexibilities. Provide technical assistance to managers in developing justifications for requesting the use of special salary rates, recruitment and retention incentives or other authorities. Provide continuing technical advice and assistance to HRO personnel in resolution of difficult recruitment and placement problems for organizations. Apply a thorough and comprehensive knowledge of recruitment and placement principles and concepts, a sound working knowledge of other personnel fields, and broad personnel management knowledge to identify, analyze, and resolve problems which require the interpretation and adaption of guides which frequently, are only partially applicable and few precedents exist. Perform pre-reduction-in-force (RIF) assessments and planning and execute reduction-in-force or transfer of function actions. Assist with on-site delivery, counseling, and DoD Priority Placement Program (PPP) registration as requested. Provide input to serviced commands for both short- and long-range analysis of civilian personnel recruitment and placement requirements and resources. Evaluate trends in missions, technology, manpower and fiscal resources and other factors influencing future needs. Process SF-52 actions, sets pay, determine benefits and incentives, coordinate with personnel representatives in the HRO to obtain management information and/or advise on recruitment or placement requirements, and resolve issues or problems as they arise. Qualify applications and determine qualified candidates. Create and issue referral lists to supervisors/managers. Notify selectee and prepare formal offer letters. Using the automated staffing programs, such as OPM USASTAFFING, screen applicants for positions to be filled at Directorates and/or units. Issue referral lists to selection managers. Assist selection managers in the selection process and render guidance and advice as needed. Make offer to selectee and provide employee with information concerning pay-setting, time-in-grade requirements, etc. initiate recruitment actions and flow through proper Command channels to insure approval. Input and monitor Request for Personnel Action (RPA) submissions upon approval and request from supervisor utilizing the automated system. Determine nature of action and legal authority under which action is to be processed and is considered the technical expert on RPAs such as appointments, conversions, agency transfers, reassignments, etc. Establish and certify accuracy of rates of pay for all placement actions in accordance with federal law, OPM and NGB regulations. Review personnel records to check for dual employment and/or dual compensation. Ensure required selection documentation and information is correct. Verify medical certificates and reports from references and check security requirements. Initiate select/non-select letters. Counsel and register employees in the PPP and/or OPM Interagency Placement Assistance Program (ICTAP) as appropriate. Defend recruitment and placement actions in accordance with policies, regulations, and procedures in the event of recruitment or placement grievances. Research cases and prepare/provide detailed documentation and/or responses for resolution of formal grievances/complaints on qualification ratings or related merit promotion actions (other than non-selections). Work closely with classification personnel to ensure that all regulatory requirements are met. Serve as a Human Resource team member to review existing and new proposed business practices and recommend changes to enhance recruitment strategies. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least three years of experience which prepared you to do the work in this job. Specialized experience is defined as: This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.) Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. Three years of specialized experience is equivalent to 36 months at 40 hours per week. Part-time hours are prorated. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
