GS-12: $90,961 - $118,254 GS-11: $75,890 - $98,653 Responsibilities You will serve as an ELECTRONICS TECHNICIAN in the PRECISE TIME DEPARTMENT of the U.S. NAVAL OBSERVATORY located in COLORADO SPRINGS, CO. You will be responsible for chamber maintenance, to include handling refrigerants and maintaining AC systems, and for Uninterruptible Power Supply (UPS) system maintenance. You will recognize the need for improvement to Master Clock and time transfer electronic systems, subsystems, components, connections, and their associated electrical power systems; and then design, modify, build, assemble, repair, and maintain them. You will assist the different time transfer divisions with their respective missions. You will perform routine satellite operations, special link calibrations, equipment testing, satellite dish installation, and troubleshooting and maintenance. You will create documentation, write internal reports, and conduct and document special technical investigations or studies, which include the complex dependencies of the relevant Master Clock and time transfer system and systems. You will provide improvement to Master Clock and time transfer electronic systems, subsystems, components, connections, and their associated electrical power systems. You will establish techniques for and perform daily inspections of mechanical, electrical, and electronic systems and routine maintenance. Requirements Conditions of Employment Qualifications GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a professional knowledge of electrical concepts, theories, principles, and practices. Experience applying skill with electronics system test equipment. Experience applying skill in electronics system installation. Experience applying skill in electronics system maintenance. Experience applying skill in troubleshooting electronics systems. GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a professional knowledge of electrical concepts, theories, principles, and practices. Experience using a variety of guidelines, manuals, and standard reference materials that are not completely applicable to the work or have gaps in specificity requiring the use of judgment and initiative to interpret and adapt to specific cases and problems. Experience applying different and unrelated processes to complete assignments requiring the exercise of independent judgment and skill to interpret and analyze considerable amounts of data, plan the work, and refine methods and techniques. Experience applying a considerable number of different basic but established methods, procedures, and techniques that affect the operation of systems and equipment and the timeliness and economy of operations, service, and equipment. Education Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Promotion is neither implied nor guaranteed. Physical demands vary. 40% of the work is sedentary, at a workbench or desk. The incumbent frequently must be able to carry tools and equipment. 10% of the work is at cramped and difficult locations. The incumbent must be able to independently move moderately heavy equipment (up to 100 pounds) over short distances. Some maintenance activities will require the incumbent to work from ladders or on equipment at heights greater than 10 feet. The work may be performed in an office setting, at a workbench, in a server room, or around mechanical systems. This position requires access to Sensitive Compartmented Information (SCI) on a continuing daily basis. Incumbent must complete an initial Tier 5 Investigation (T5) and be favorably adjudicated to meet the Navy SCI personnel and security criteria derived from Director of National Intelligence - Intelligence Community Directive 704 (ICD 704). Incumbent must continue to meet ICD 704 personnel security criteria as long as this position is occupied. Periodic updates of the T5 will be initiated at four- and one-half year intervals to determine the eligibility of the incumbent to continue to be granted access to SCI material and data. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
