Learning & Development Specialist

Essential functions (job duties):
Job Purpose
The Learning and Development Specialist plays a critical role in shaping and implementing a staff development strategy that empowers employees and leaders to thrive. This position drives the integration of learning into onboarding and performance management, designs role-based curricula that supports current success and future readiness, and advances compliance training efforts. With a focus on building workforce capabilities for tomorrow, the Specialist also champions the use of innovative digital learning solutions to elevate the impact and reach of development initiatives across campus.
Assesses, designs, develops, implements, evaluates and maintains blended learning solutions, including facilitating instructor-led sessions and creating eLearning, video, and other digitally produced learning on demand resources such as a knowledge base. Leads learning management system administration and reporting.
Collaborates with Organization & Employee Development, Human Resources, and internal/external subject matter experts to produce rich, meaningful, interactive learning experiences. This role reports to the Director, Organization & Employee Development.
Essential Functions
Designs and creates courses and learning paths, considering the user experience throughout the development process, and adjusting or refining the project, as necessary. Develops learning and performance experiences and support materials utilizing a variety of technical tools (Articulate, Captivate, etc.). Evaluates and maintains/updates virtual learning over time.
Builds relationships with stakeholders, subject matter experts (SMEs), project managers, and employee development team members. Recommends staff development strategy. Builds role-based curricula. Supports initiatives for HR Leader Academy, onboarding, performance management, and compliance learning. Collaborates with Organization & Employee Development Consultant and campus partners/SMEs to create and implement appropriate blended/eLearning and other informal learning & development solutions to meet identified needs.
Leads administration of learning management system; creates custom curriculum paths; promotes/tracks usage; maintains accuracy of online learning catalog with local champions. Develops graphics, animation, audio, video, and multimedia elements for blended/eLearning solutions; creates custom quiz/assessment interactions; creates software simulations that track users’ input and responses to measure progress. Proposes technological tools to achieve Department goals.
Builds learning and performance management tasks as needed in the talent management system. Documents procedures, performs needs assessments including job/task analysis, and facilitates instructor-led learning as needed on a variety of topics, including systems and technical skills. Effectively manage multiples projects. Prototypes learning interactions using a variety of tools to test the validity of learning interactions. Considers the incorporation of informal learning solutions when appropriate.
Performs other related duties as assigned.

Qualifications:
MINIMUM QUALIFICATIONS
Education
Bachelor's degree.
Requires a Bachelor’s degree in Instructional Design, Training & Development, Education, Human Resources Management or a related field from an accredited college or university. Candidates with an equivalent combination of education and experience may be considered.
Experience
Specialist (minimum 5 years of job-related experience).
Minimum of 5 years’ experience with emphasis in human performance technology, training, or a related training-specific area. Higher education experience or experience in large, complex organizations preferred.
Requires experience with the following:
+ Articulate Storyline, Adobe Captivate, or other eLearning development software.
+ Experience in performing job, job tasks, needs, and audience analyses; and the associated ability to create and administer valid surveys, analyze/evaluate data, and write surveys/reports.
+ Experience in designing and developing eLearning content and implementing online training solutions through learning management system.
+ Experience creating and facilitating engaging instructor-led sessions.
+ Experience with adult learning theories.
Knowledge, Skills and Abilities
Required:
+ Demonstrated ability to design and develop high quality, relevant, interactive instructor-led and multimedia/ eLearning training solutions.
+ Possesses excellent written and oral communication skills. Communicates effectively at all levels within the organization, clearly presents information and facilitates engaging training.
+ Provides creative technology solutions to learning requirements. Able to determine appropriate training methodology, make sound judgment calls, and ascertain what is best for specific projects.
+ Consistently apply systems and controls that support compliance with quality and Section 508 accessibility standards.
+ Systematically analyzes current and desired levels of performance to offer a wide range of interventions with which to improve performance and evaluate results, including informal learning.
+ Incorporates technical editing skills when creating eLearning, videos or task/job documentation.
+ Possesses strong interpersonal skills. Displays empathy, adaptability and creativity to tailor individual learning experiences.
+ Familiar with AICC, SCORM and xAPI protocols.
+ Works independently, handles multiple projects, meets deadlines, and plans effectively.
+ Has project management skills and experience managing multiple training projects simultaneously from start to finish.
+ Is driven by a curiosity and passion to use technology in new and better ways to achieve higher levels of learning & development. Stays current on emerging learning technologies and software applications.
+ Exhibits a collaborative spirit, with high levels of integrity and initiative. Known for getting things done and learning agility – aware of own strengths & limitations, unafraid to admit mistakes and seek help from others, and doesn’t need to be seen as the only expert on topic.
+ Seeks the best for those we serve - service minded and puts the needs of WSU students, clients, and HR team over their own desires to look good.
Preferred:
+ Proficiency in Adobe Creative Suite and other applications to create/modify graphics, animation, audio, video, multimedia, etc.
+ Proficiency in coding (HTML5, CSS, JavaScript).
+ Comfort in the role of talent management system champion – building modules and reports when needed, advocating for its use and ongoing improvement, and helping others to use it to meet their goals.
