    The Senior Technical Writer will lead technical documentation efforts across the program lifecycle, including support to Research, Development, Test & Evaluation (RDT&E), Aircraft Procurement (APN-5), Operations and Maintenance (O&M,N), Cooperative Programs, and Foreign Military Sales (FMS). The role requires a strong understanding of Electronic Warfare (EW) systems, experience supporting technology development programs, and demonstrated skill in drafting clear, technically accurate documentation in accordance with NAVAIR and DoD standards.

    ESSENTIAL FUNCTIONS :

    The Senior Technical Writer will:

    + Prepare, edit, and maintain comprehensive technical documentation, including:

    + Requirements documents

    + Program Protection Plans (PPPs)

    + Risk Management Framework (RMF) mitigation plans and risk burndown reports

    + Statements of Work (SOWs) and associated Contract Data Requirements List (CDRL) inputs

    + Engineering Change Proposals (ECPs)

    + Life Cycle Cost (LCC) and Total Ownership Cost (TOC) documentation

    + Selected Acquisition Reports (SARs), Defense Acquisition Executive Summary (DAES) reports, and ASN(RDA) Information System (RDAIS) inputs

    + Draft briefing materials, white papers, quad charts, trade studies, and point papers for senior leadership review and stakeholder engagement

    + Analyze and translate complex technical input from engineering, acquisition, and program management staff into user-friendly documentation that meets DoD and NAVAIR formatting and clarity standards

    + Support the review and adjudication of technical portions of CDRLs submitted by contractors during development and production phases

    + Collaborate with Integrated Product Teams (IPTs) and subject matter experts (SMEs) to develop and refine milestone documentation and technical interchange materials

    + Track and incorporate updates based on system integration, configuration management, and cost analyses throughout the program lifecycle

    + Assist in preparing internal and external correspondence, in accordance with the Navy Correspondence Manual and NAVAIR directives

    + Ensure all written products are technically accurate, unambiguous, concise, and aligned with program objectives and compliance requirements

    + Maintain configuration control of technical documentation in support of CM/DM processes

    + Assist with responses to RFIs, data calls, and audits from Navy leadership, oversight bodies, and Congress

    + Perform other duties as assigned

    REQUIRED QUALIFICATIONS:

    + Master’s degree (MA/MS) from an accredited institution

    + Minimum of 10 years of experience in technical writing and/or program analysis roles

    + At least 5 years of experience managing technology development programs in Electronic Warfare (EW)

    + At least 1 year of demonstrated experience in technical writing

    + ALLOWABLE SUBSTITUTIONS:

    + Bachelor’s Degree plus two (2) years additional work experience (12 years total) performing functional duties may be substituted for a Master’s Degree.

    OR

    + Associate’s Degree plus four (4) years additional work experience (14 years total) performing functional duties may be substituted for a Master’s Degree.

    OR

    + Six (6) years additional work experience (16 years total) performing functional duties may be substituted for a Master’s Degree.

    + Proficiency with Microsoft Office products (Word, Excel, PowerPoint, Teams, SharePoint)

    + Demonstrated familiarity with government-instituted documentation and style guidance (e.g., DoDI 5000.02, NAVAIR templates, RMF)

    + Excellent writing, editing, and communication skills with the ability to tailor complex technical data to various audiences

    DESIRED QUALIFICATIONS:

    + At least 1 year of experience performing NAVAIR-specific technical writing functions

    + Knowledge of DoD acquisition documentation and milestone processes (e.g., Acquisition Strategy, Acquisition Program Baseline)

    + Familiarity with CM/DM principles in a DoD environment

    + Experience supporting cooperative and international programs (e.g., MOUs, FMS)
