The incumbent in this position will develop, design, evaluate, and analyze data visualization products and tools for internal and external use. These products and tools will be created using both large data sets as well as smaller, community-based data sources and will focus on data that supports the Early Childhood Longitudinal Data System (ECLDS). The ECLDS brings together 20+ data sources across multiple state agencies to answer complicated questions about children and families. The incumbent will (1) assess data sources to identify potential indicators of interest; (2) collect, compile, and conduct necessary statistical analysis using a preferred software package (SPSS/STATA/SAS/R/Python); (3) determine inclusion criteria for visualization products; (4) integrate Tableau mapping techniques; (5) ensure quality assurance of data; (6) design and develop new instruments as needed; and (7) create data visualization products for diverse audiences. The position must have advanced level technical skills and be able to work in variable situations through substantive change during the full modernization of the ECLDS, including circumstances never encountered.
Responsibilities include:
+ Independently define and identify existing data sources pertinent to the Early Childhood Longitudinal Data System (ECLDS). As an expert, develop and execute necessary statistical analysis using a preferred software package (SPSS/STATA/SAS/R/Python). Evaluate results of analysis to determine inclusion criteria for visualization products.
+ Direct the integration of Tableau mapping techniques to lead modernization of the front-end dashboards for the ECLDS.
+ Provide audit and quality assurance of data, providing review to high-level professional staff and colleagues, including division director, Data Analytics Supervisor and research colleagues; identify, develop and execute new instruments as needed; and create data visualization products for diverse audiences.
+ Support the creation and implementation of the ECLDS Data Strategy, specifically in the goals of improving how user groups engage with ECLDS public reports.
+ Gain an understanding of level of effort that goes into each ECLDS report, weighing the functionality and effort of both public and secure reports; partner with other ECLDS staff and the MNIT project team on determining how to improve user experience; and align use cases and dashboards with policy needs.
+ Help determine an evaluation plan to track dashboard usage.
+ Ensure quality assurance of data, create data visualization products for diverse audiences, and will work to ensure consistency of style and methodology across the array of data products developed.

Minimum Qualifications
Three (3) years of advanced professional experience in early childhood or closely related field involving research, analysis, and data interpretation. Experience must include the following:
+ Collecting and compiling data, as well as conducting necessary statistical analysis using a preferred software package such as SPSS, STATA, SAS, R, or Python
+ Knowledge and experience utilizing Tableau
+ Creating data visualization products
+ Quality assurance checks of data
