As a Grants and Contracts Manager-Support you will be responsible for the coordination of all business process support functions for the Grants and Contracts Division, including overseeing and directing a team of project managers and technical specialists. This includes creating new or reforming, enhancing, or modifying existing contracting processes, policies, technical systems, and internal controls to meet or exceed the state’s mission, goals, and values.
This position exists to provide direction for the agency’s processes and systems for contracting. As a new agency, there is a need for robust oversight and internal controls, operational efficiency, and attention to risk management. This position provides leadership and guidance for the agency’s management of contracting activities and functions, requiring effective collaboration across sections, divisions, administrations, and overall department. This position will also be assigned duties including stakeholder engagement, communication initiatives, continuous improvements in contracts administration/management, risk mitigation, policy development and implementation; provide direction, project management leadership, project implementation, support services and technical assistance, and capacity building. The contract types supported by this position will include both grant contracts and Professional/Technical contracts.
Responsibilities Include:
+ Manage Grants and Contracts business process support staff, provide leadership and direction for cross-agency and statewide projects.
+ Provide strategic direction and leadership for the agency’s contracting processes and systems.
+ Oversee a team responsible for project management, business process analysis, and technical assistance.
+ Develop and implement internal controls to promote efficiency, compliance, and risk mitigation.
+ Lead agency-wide initiatives related to contracting and grant administration improvements.
+ Collaborate across divisions, administrations, and external partners to support integrated, effective contracting practices.
+ Manage stakeholder engagement and communication strategies.
+ Ensure continuous improvement in contracts administration and risk management.
+ Provide guidance and technical assistance related to grant and professional/technical (P/T) contracts.
+ Provide oversight to the agency’s contract management process
Minimum Qualifications

Demonstrated leadership experience that may include any of the following:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
4 years of professional work experience in government/non-profit or human services/ mission-driven organization grants and/or contract competencies demonstrating stakeholder engagement, project management, policy development and implementation.
+ Proven leadership experience in business process management, business operations, contracting, or grants administration.
+ Strong understanding of state or public sector contracting policies and procedures.
+ Demonstrated success in leading cross-functional teams and building organizational capacity.
+ Experience with internal controls, risk assessment, and continuous process improvement
+ Excellent communication, collaboration, and stakeholder engagement skills
Preferred Qualifications
+ Bachelor's degree or higher in Accounting, Finance, Law, Business, Public Administration or other related field
+ Ability to interpret and/or implement state statutes/federal regulations and/or policies/procedures pertaining to contract and grants management.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
