About the Indiana Department of Insurance (IDOI):
The purpose of the Indiana Department of Insurance is to protect Hoosiers as they purchase and use insurance products to keep their assets and their families from loss or harm. Consumers may need assistance with certain claim situations or just help in understanding how their policies work. Our other primary obligation is to monitor the financial solvency of the insurance companies domiciled in Indiana so that the legal promises made in insurance policies are honored. To these ends, our Department staff is committed to providing exceptional customer service for both our consumers and our companies, and to maintain a fair and objective viewpoint as we examine each issue and circumstance within our jurisdiction.
Role Overview :
The Attorney position at the Indiana Department of Insurance reports to the General Counsel and provides legal advice across agency divisions. The role includes responsibilities such as interpreting laws and policies, drafting legislation and contracts, advising on Title 27 compliance, and serving as the agency’s Legislative Director. Salary may be commensurate with education and professional experience.
Salary Statement:
The salary for this position traditionally starts at $85,020.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
+ Advises and provides legal support to agency staff on various program and legal areas
+ May oversee, draft, review, or provide legal advice relating to contracts
+ Researches, interprets, and provides legal advice in relation to laws, rules, policies, and legal opinions pertaining to agency operations
+ May draft and review legislation and administrative rules
+ Advise Department divisions and personnel on compliance with Title 27 (Insurance statutes) of the Indiana Code
+ Track National Council of Insurance Legislators (NCOIL) discussion and adoption of model laws
+ Research and analyze legal issues
+ Serve as IDOI Legislative Director
+ Attend committee hearings for bills affecting Title 27 or insurance generally
+ Provide committee reports to Governor’s office from (S) Insurance and Financial Institutions committee hearings and (H) Insurance committee hearings
+ Provide first review of bill requests received by Governor’s office
+ Provide bill reports to Governor’s office on bill review requests
+ Receive and respond to constituent inquiries received from legislators
+ Conduct administrative rulemaking procedures
+ Attend and participate on NAIC Legislative Liaison calls on behalf of the IDOI
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work.
What You'll Need for Success:
The ideal candidate in this role should minimally have
+ A Doctorate of Jurisprudence with 5+ years of legal experience as a practicing attorney;
+ Indiana Bar Admission license in good standing;
+ Demonstrated knowledge and ability to apply relevant statutes, case law, and rules;
+ Ability to effectively communicate both orally and in writing;
+ Ability to successfully utilize a case management system to manage a docket, case information, party information, and serve orders;
+ Strong legal research, writing, and litigation skills.
+ Able to perform essential functions with or without reasonable accommodation.
