    We are looking for you to join our Advanced Mission Capabilities (AMC) Advanced Systems leadership team as a Systems Engineering Manager 2 in a 100% on-site position at our Linthicum, MD location. The position would functionally lead a diverse team of engineers and Subject Matter Experts in the areas of either Core Systems Engineering (SEIT Lead, Chief Engineer, Requirements Management) or Domain Systems Engineering (System Architecture, Radar, Electronic Warfare).

    What You’ll Get to Do:

    As an integral part of our Engineering & Sciences leadership team, you will support the diverse portfolio of the AMC Advanced Systems business unit. You will provide both technical project execution and provide engineering functional leadership by overseeing approximately 10-15 engineers who work across several programs.

     

    The Systems Engineering Manager 2 will also be expected to perform productive (direct charge) work on programs in addition to functional management duties. Given the size of this group, it is anticipated that the split between program and functional duties will be approximately 80%/20%, on average.

     

    This leader must be able to create a culture of well-being, inclusion and engagement that attracts, retains, and enables a high performing workforce.

     

    The job duties and program responsibilities assigned will be based on the candidate's background in line with the requirements of the business area to include the following.

    Functional Roles & Responsibilities:

    + Lead section staff based on goals, objectives, and company policies.

    + Provide engineering staffing to programs.

    + Ensure adherence to established engineering processes.

    + Manage workload forecasting.

    + Hire and develop new engineering talent.

    + Prepare, manage, and conduct Quarterly Connections.

    + Manage department budget and support compensation planning.

    + Support proposal activities (lead, technical/management volume development, Basis of Estimate (BOE) development/defense).

    + Maintain and ensure application of design processes and guidelines used by the department.

    + Ensure training to staff on Engineering Tools required to support their programs.

    + Collaborate with peer managers to ensure consistency across multiple work groups.

    + Lead or support department initiatives, technology roadmap creation, cross-campus/sector involvement, and IRAD project leadership.

    + Support and lead engineering organization efforts aimed towards skill and career development; continuous improvement; and growth.

    Program Roles & Responsibilities:

    + Manage engineering support to programs.

    + Act as the Integrated Product Team (IPT) leadership.

    + Perform/support risk development and management.

    + Provide Control/Cost Account Management (CAM) support leveraging EVMS and/or Agile project execution methodologies.

    + Support writing technical specifications, including Statements of Work (SOWs), design reviews (e.g. SRR, SDR, PDR, CDR, TRR, TIMs, etc.), and capture/proposal activities.

    + Develop and maintain relationships with internal and external customers, homerooms and sectors.

    + Develop proposal inputs and review proposal content for both internal and external customers.

     

    This position is contingent upon the successful transfer of an active DoD Secret Clearance and approval of Special Program Access prior to start.

    Basic Qualifications:

    + Bachelor’s degree with 8 years of experience, a Master’s degree with 6 years of experience or a PhD with 4 years of experience in Electrical Engineering, Physics, Systems Engineering, or related technical fields. An additional 4 years of experience may be considered in lieu of a degree.

    + U.S Citizenship is required.

    + A current/active DoD Secret Clearance.

    + Ability to obtain/maintain Special Access Program (SAP) access prior to start.

    + 2 years of experience with people management or IPT leadership.

    + 3 years of experience in Core Systems Engineering roles (e.g., SEIT Lead, Chief Engineer, Requirements Management) and/or Domain Systems Engineering areas (e.g., System Architecture, Radar, Electronic Warfare).

    + 2 years of experience in establishing and maintaining customer and/or program communications.

    Preferred Qualifications:

    + Advanced degrees in Electrical Engineering, Physics, Systems Engineering, or related technical fields.

    + Active Top Secret Clearance or higher.

    + 3 years of experience leading groups of 10 or more in a functional, programmatic (development and/or production), or technical capacity.

    + Knowledge of hiring, staffing, engineering metrics, training resources, processes, and tools, evidenced by at least 2 years of practical application.

    + 3 years of experience in the functional management of an engineering organization

    Salary Range: $149,400.00 - $224,000.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
