    Position Description

The City of Tacoma's Information Technology Department is seeking a Technology Manager to lead the Web & Applications Development and Digital Collaboration Teams. These two teams are responsible for the City’s public websites and applications, intranet, and related tools. While managing two talented and motivated teams (totaling 9 employees), you’ll guide platform strategy and drive digital services that help City employees work more efficiently and make public services more accessible.

You’ll own the product vision, retire legacy solutions, prioritize work through governance, and connect department needs to real, deliverable solutions. This role requires strong judgment, technical range, and the ability to operate without waiting for direction. You’ll be a team (culture) builder, decision maker, translator, and advisor.

We offer flexible hybrid work (about 90% remote), dedicated colleagues, and meaningful, high-visibility projects. Teleworkers must reside in Washington State within two hours of their onsite work location. You’ll be supported by leadership that trusts your judgment and work in a culture where equity, accessibility, and continuous learning are minimum expectations. If you’re proactive, curious, and confident navigating both technology and local government, this is a place where you can make a lasting impact.

    Key Responsibilities:

+ Lead the Web & Application Development and Digital Collaboration teams that are responsible for public websites, intranet, SaaS integrations, workflow automation, and digital platforms

+ Oversee the full lifecycle of internal and external applications, from roadmap planning to development, rollout, adoption, and continuous improvement

+ Serve as Product Manager for core platforms, guiding strategy, governance, platform changes, and third-party integrations

+ Collaborate with departments, leadership, and governance bodies to prioritize work, intake requests, and ensure alignment with citywide goals

+ Supervise and mentor IT Analysts (several classes), Business Analyst, and Business Systems Analyst, to support team growth, set expectations, and conduct performance reviews and development planning

+ Manage and coordinate cross-functional projects and resources using modern project management practices

+ Forecast and manage budgets, staffing, and vendor resources; contribute to strategic planning and policy development

+ Stay current on emerging technologies to inform platform evolution, improve user experience, and increase team effectiveness

    Qualifications

    Minimum Education*

Bachelor's degree in information technology or directly related field

    Minimum Experience*

6 years of progressively responsible information technology and project management experience in the area of assignment including 1 year as a technology supervisor, manager or subject-matter expert.

*Equivalency: 1 year of experience = 1 year of education

    Knowledge & Skills

+ Organizational Savvy: Maneuvering comfortably through complex policy, process, and people-related organizational dynamics

+ Being Resilient: Rebounding from setbacks and adversity when facing difficult situations

+ Interpersonal Savvy: Relating openly and comfortably with diverse groups of people

+ Instills Trust: Gaining the confidence and trust of others through honesty, integrity, and authenticity

+ Manages Complexity: Handling conflict situations effectively, with a minimum of noise

+ Optimizes Work Processes: Knowing the most effective and efficient processes to get things done, with a focus on continuous improvement

+ Directs Work: Providing direction, delegating, and removing obstacles to get work done
