The primary purpose of this position is to perform senior duties over the Wing Weapons and Tactics within Mission Planning Cell (MPC). *** Salary ranges includes local market supplements *** Responsibilities - Plans, organizes and directs the activities of the Mission Planning Cell (MPC) Weapons and Tactics. Develops goals and objectives that integrate organization objectives. - USAF Network Warfare Center Joint Data Control Officer (JDCO), technical expert/advisor to leadership on operation, maintenance, and equipment configuration of the air and space Common Tactical Picture (CTP). - Range Contracts, Quality Assurance Evaluator (QAE). Maintains in-depth working knowledge of various range contracts which affect daily operations. As appropriate, reviews and certifies range facilities, environmental control, maintenance, and site activities performed by various range contractors and support personnel are accurate and effective in meeting user requirements, mission timetables, and schedules. - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. - Wing expert on Intelligence Analysis, Threat-to-Air Analysis/Presentation, Blue-Air Integration, Ground Control Intercept, and Surface Air Defense Integration. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of wing level Air Force exercise planning and military datalink, to plan, organize, determine necessary policies, programs, and procedures for the establishment and maintenance of certain assigned major command program(s) relating to Tactical Data Link (TDL) Employment, Advanced Command, Control, and Communication Programs, and Exercises Integration. Employee exercise subject matter expertise to support the planning and execution of exercises to facilitate the requisite integration with the global DoD exercise community. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Qualified and knowledgeable of Joint Interface Control Officer (JICO) concepts, principles, and practices of specific systems/equipment. 2. Expert knowledge of the mission, roles, functions, organizational structures and operations of Coalition, Joint and Air Force data link capable weapon systems to provide guidance for joint interface control operations. 3. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of wing exercise program goals and objectives while conducting major flying exercises, the sequence and timing of key operational events and the relationship of command entities involved in overall planning and execution of military exercises. 4. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions. 5. Skill in communicating effectively, including technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians, using a high degree of tact and diplomacy; negotiate complex issues; develop and maintain effective working relationships. 6. Ability to manage a small staff and carry out all phases of personnel management and responsibilities. Plan, organize, and directs others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and direct functions of an organization and associate organizations, and reprioritize work to meet changing deadlines. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019. Key: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") Training classes required for the position that will require temporary duty (TDY). On occasion, late shift or rotating shifts will be required for coordination functions with agencies or unit aircraft and personnel that may be located in other parts of the world. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
