    This recruitment will be used to fill one (1) upcoming vacancy in the Revenue Collection/Utility Billing division. The vacancy will serve as a customer service representative handling transactions with the public including cash handling, utility billing, processing payments and invoices, issuing parking permits, and answering phones.

     

    The ideal candidate for this position will provide excellent customer service to internal and external customers alike, demonstrate a strong attention to detail, be self-motivated, and a team player. As this role requires a high level of customer service both by phone and in person, a minimum of one year of experience providing customer service to members of the public is preferred. Experience in utility billing and Excel is a plus.

     

    DEFINITION: Performs varied clerical duties. Clerk is the normal entry level for clerical employees. No previous experience is required, although typing skills are required. Employees in this class normally work under immediate direction performing a group of repetitive or closely-related office duties according to established procedures. Generally, work is observed and reviewed both during its performance and upon completion. A clerk is normally considered to be in training status. Senior Clerk is the full working level or lead worker class in the Clerk series and is expected to perform the assigned duties under general direction. Advancement to the Senior Clerk level shall occur after satisfactorily performing the duties of Clerk for two (2) years. Satisfactory performance means an overall satisfactory or higher rating on the performance evaluation during the last evaluation period. An employee may be advanced to the Senior Clerk level in less than two (2) years if the employee's performance is noted as exceptional by the Department Head and the employee is recommended for early advancement by the Department Head.

     

    EXAMPLES OF ESSENTIAL FUNCTIONS: (Illustrative Only) --Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

     

    + Types letters, emails, forms, lists, schedules and financial and statistical data; types letters and emails from rough drafts, margin notes, verbal instructions or dictation from a mechanical source

    + Inserts and retrieves material from files

    + Proofreads reports and forms for completeness and arithmetical accuracy

    + Segregates and routes incoming mail and emails

    + Stuffs envelopes and folders

    + Provides telephone and counter reception duties for a department

    + Adds and checks columns of figures; checks and tabulates statistical or accounting data

    + Examines documents to determine completeness, accuracy, proper coding and recording

    + Collects, delivers, and processes mail

    + Receives and processes service orders

    + Operates a variety of office equipment such as computers, typewriters, photocopiers, and adding and calculating machines.

    + Answers routine requests for information in person and by email or by enclosing materials and sending form letters

    + Performs related duties and responsibilities as required.

     

    EDUCATION AND EXPERIENCE: Education: High School diploma or equivalent. Experience: Clerk: No experience required; one (1) year of clerical experience may be substituted for the education requirement. Senior Clerk: Two (2) years of experience performing duties comparable to those of a Clerk in the City of West Sacramento.

     

    LICENSES AND CERTIFICATES: Prior to assignment at the Police Department, an employee must positively pass a background investigation. The background investigation is required on all non-sworn Police Department personnel who will have access to the California Law Enforcement Telecommunica­tions System (CLETS) equipment; may require a Class "3" or "C" California driver's license.

     

    WORKING CONDITIONS: Work in an office environment; may pickup and deliver mail; sustained posture in a seated position for moderate periods of typing and answering of the telephone.

     

    An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
