Job Description
The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of Immunization and Tuberculosis is seeking aProgram Planner 2to join our team!
This position is responsible for providing information, education, technical assistance and program support to internal and external Immunization Registry Information System (IRIS) Program users and partners, including immunization providers, schools, child care facilities and health plans, as well as the public.
Responsibilities:
+ Providing customer service and technical assistance to internal and external customers regarding the Immunization Registry Information System (IRIS), including immunization program staff, immunization providers, schools, childcare facilities, health plans, and other partners as well as the public.
+ Contribute to the development of standard operating procedures (SOPs) to support execution of important customer service and program policies and tasks.
+ Apply knowledge of laws, policies and procedures related to the program to determine the allowable level of access to data for individuals and organizations requesting assistance.
+ Maintain security and confidentiality of data at all times and immediately report any identified data breaches.
+ Engage with Vaccines for Children (VFC) and Vaccines for Adult (VFA)Program providers and provide information and/or assist with use of specific program functions ( e.g., ordering and managing public and private vaccine inventory and generating vaccine coverage reports)
+ Engage with Vaccines for Children (VFC) and Vaccines for Adult (VFA)Program providers and provide information and/or assist with use of specific program functions ( e.g., ordering and managing public and private vaccine inventory and generating vaccine coverage reports).
+ Fulfill requests received from immunization information System (IIS) users and the public for immunization records and other information in accordance with Iowa laws, policies and procedures; transmit confidential information to requestors using secure data exchange methods.
+ Support IIS users to ensure they have appropriate access to application information and functions Support use of IIS data for immunization program activities such as VFC and VFA vaccine ordering and inventory management, perinatal hepatitis B prevention, surveillance, outbreak response, and immunization audits in childcare and school
+ Conduct data quality assurance activities in accordance with jurisdiction policies and procedures.
+ Collaborate with the data team to compile reports on frequent data discrepancies; recommend solutions to data quality problems and implement approved recommendations.
+ Resolve data discrepancies by contacting authorized users for information and correcting patient records.
+ Assist with provider enrollment into the IRIS application.
+ Create and manage individual user and facility accounts consistent with jurisdiction policies; inactivate accounts for users who are no longer authorized to access the IIS.
+ Collaborate with IRIS staff and vendor to troubleshoot reported issues with the IIS, including investigating potential bugs and connectivity issues.

Minimum Qualification Requirements
***Please note: To pass the initial screening, applicants must meet at least one of the following minimum requirementsto qualify for positions in this job classification:
1) Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
2) All of the following (a and b):
a. A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
b. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
3) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
