    Summary You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the TEST ENGINEERING & PLANNING DIVISION, ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will oversee complex technical issues and take prompt decisive actions to ensure the timely and safe completion of submarine overhaul. You will generate reports, collect data, and make recommendations to the division head who participates with the Chief Engineer, Engineering and Planning Manager and the shipyard commander. You will apply innovative techniques and make technically authoritative decisions in directing others in the timely completion of the Hull, Mechanical, and Electrical test program. You will provide expert advice, guidance and direction to your subordinate staff in the development, progress and coordination of work on all the Hull, Mechanical, and Electrical systems. You will carry out EEO policies and communicate support of these policies to subordinates and ensure equality in determining qualifications, selections, assignments, training, promotions and discipline to employees. Requirements Conditions of Employment Qualifications GS-14 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing Hull, Mechanical, Electrical (HM&E) test program preparations for ships in support of maintenance overhaul and repair of nuclear-powered submarines; manage, plan, and execution of the overall test program for all ship work. Experience interpreting engineering principles such as Thermodynamics, fluid flow, physics, electrical, heat transfer, as they apply to submarine system design, construction and operation. Experience accounting for the technical adequacy, proper sequencing, and effective execution of a test program involving electrical and mechanical systems in nuclear powered submarines. Experience planning work to be completed by subordinates and assigns work based on functional responsibilities, priorities, their abilities.
