    We are looking for a Project Manager for the Enterprise Project Management Office (EPMO) of the Health Information Office (HIO)!

     

    The EPMO within HIO oversees and coordinates select systems projects for the Department of Health Care Policy and Financing (HCPF) and is composed of three work units. Its primary mission is to enhance project excellence across HCPF by supporting initiatives related to the Colorado Medicaid Enterprise Solution system modules.

     

    The EPMO collaborates closely with HCPF teams and external partners such as the Governor’s Office, Office of eHealth Innovation, Office of Information Technology (OIT), Department of Public Health and Environment (CDPHE), Department of Human Services (CDHS) and Centers for Medicare & Medicaid Services (CMS). The division leads strategic planning, CMES portfolio management, project management and oversight, requirements coordination, related procurements and feature implementation to align with HCPF policies, federal regulations, EPMO standards and industry best practices. The EPMO also assists in managing security compliance, and inter-agency coordination, while supporting audits, financial planning, and the development of Advanced Planning Documents (APDs).

    Description of Job

    WHAT YOU'LL BE DOING AS PROJECT MANAGER:

    + Manage complex, cross-functional health IT projects that enhance HCPF’s healthcare policy and Medicaid program supporting system enhancements to the CMES Modules to support legislative changes and correct defects.

    + Ensure successful delivery of projects by applying PMBOK-aligned methodologies and adhering to HCPF EPMO standards and provides comprehensive project management support across the full project lifecycle, including initiation, planning, documentation, scheduling, procurement, stakeholder coordination, resource planning, budgeting, risk and issue management, communication, execution, operational readiness, and close out of projects.

    + Collaborate closely with teams across HCPF, including Budget, Policy, Communications, APD team, HR, and IT, as well as with external partners, vendors, and federal agencies to ensure systems projects meet compliance, funding, business and strategic objectives.

    + Facilitate informed decision-making through clear documentation, performance tracking, and consistent communication with leadership.

    + Contribute to federal oversight activities, security activities, audits and the preparation of budget requests and Advance Planning Documents (APDs), contracts, and regulatory submissions.

    + Accountable for ensuring high-quality project management across the EPMO.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    MINIMUM QUALIFICATIONS:

    There are two ways to qualify for this position:

    Option 1:

    Experience Only:

    Seven (7) total years of professional experience in Project Management, specifically managing complex, cross-functional projects.

    Option 2:

    Education and Experience:

    Bachelor's degree from an accredited institution in Business Administration, Health Care Administration, or a related field

    AND

    Three (3) total years of professional experience in Project Management, specifically managing complex, cross-functional projects.

     

    Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

     

    + An associates will count as two years of experience

    + A bachelors will count as four years of experience

    + A masters degree will count for six years of experience

    + A doctorate or juris doctorate degree will count for seven years of experience

    PREFERRED QUALIFICATIONS

    + Previous relevant professional state experience

    + Masters degree in Public Health Administration or Business Administration

    + PMP Certification in good standing

    + Process-related certifications (eg. Six Sigma, LEAN)

    SKILLS FOR SUCCESS

    DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

    CONDITIONS OF EMPLOYMENT

    + All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
