POSITION GENERAL SUMMARY
Supervises the work of Detention Staff and detention residents in a secure facility (Juvenile Detention Center). Security and safety of residents and staff is a primary consideration. Meeting individual and group needs of residents through counseling, training, education, and a wide variety of programming through various outside resources is another area of prime concern. Performs related work as required. The position is located in the Ada County Juvenile Services, Detention Center.
DISTINGUISHING FEATURES OF THE CLASS
The work of this class involves the direct supervision of the Detention Officers at the Ada County Juvenile Detention Center. The Detention Shift Supervisor is responsible for the care, safety, and well-being of detained youth. An incumbent in this class must possess a working knowledge of human behavior, adolescent brain development and best practices in working with youth in a detention setting. The Shift Supervisor reports to the Detention Manager and/or the Assistant Detention Manager. Direct supervision is exercised over Detention Officers and other subordinate personnel.
Essential Functions
+ Supervises the activities of the Juvenile Center's residents and staff;
+ Supervises and participates in the training of the Detention Staff to ensure proper implementation of program;
+ Interacts with Law Enforcement regarding youth admissions; Ensures that all security procedures are adhered to;
+ Ensures all detention staff follow policy and procedure;
+ Ensure detention staff appropriately interact with the residents and build a positive rapport;
+ Complete all shift paperwork and properly brief next shift of all detention matters;
+ Ensure detention facility is appropriately supplied and conduct daily and weekly inventory;
+ Supervises detention personnel and assigns work schedules;
+ Coordinates replacement coverage for detention staff during absences;
+ ., Completes performance evaluations, and coaches staff as needed on personnel matters;
+ Responds to staff concerns and takes disciplinary action as needed;
+ Makes final decision on higher level resident discipline;
+ Conducts team meetings and attends supervisor meetings;
+ Supports detention staff and management;
+ Evaluates programs and recommends changes;
+ Keeps Detention Manager and/or Assistant Detention Manager informed of all detention matters and any potential problems that may arise.
ADDITIONAL FUNCTIONS:
+ Ensures that the building is maintained in a neat and orderly condition during the assigned shift and reports any deficiencies;
+ Performs essential functions of the position of Detention Officer and any other related duties as assigned.
Job Requirements
+ Bachelor’s degree from an accredited university in social work, criminal justice, psychology or related field and any combination of education, training, and/or experience;
+ Interest in and an empathetic understanding of youth confined to a detention setting;
+ Good knowledge of the care and management of groups of detained youth;
+ Knowledge of basic first aid and CPR procedures;
+ Knowledge of and experience in working with culturally diverse groups of youth;
+ Ability to supervise others;
+ Ability to establish good working relationships with subordinates and youth;
+ Ability to obtain the cooperation of others and exercise good judgment;
+ Ability to demonstrate patience and firmness;
+ Ability to learn, apply and enforce the policies and procedures of the Ada County Juvenile Services;
+ Ability to learn, apply and enforce the policies and procedures under which the residents must live;
+ Ability to keep and maintain accurate records related to the residents;
+ Ability to interact with law enforcement, juvenile justice partners, community professionals and parents;
+ Ability to operate a computer terminal, audio monitor, control room console and electronic locks;
+ Ability to perform the duties of this position without a direct threat to the health and safety of the incumbent or others.
OTHER REQUIREMENTS
+ Must meet PREA requirements;
+ Incumbents are subject to fingerprinting for the purpose of background investigation;
+ Must be CPR certified;
+ Must meet applicable POST requirements;
+ Must possess a valid driver’s license;
+ This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
POST CERTIFICATION REQUIREMENTS
The position requires that the incumbent meet POST Standards for Detention Officers. Upon an offer of employment as a Detention Officer, a medical examination is required, as well as a vision and a hearing examination. All such examinations are at the expense of the applicant. The applicant shall meet the POST medical standards to qualify for employment as a Detention Officer at Ada County Juvenile Services. All medical examinations shall be completed within two (2) weeks of an offer of employment.
Work Environment & Physical Demands
+ Most of the work is performed in and around the County Juvenile Detention Center;
+ The work requires sufficient physical ability, personal mobility, and reflexes to be able to subdue a resident in time of confrontation or to break up a fight between residents;
+ The incumbent must be able to remove an unconscious person from the center in time of emergency, use first-aid when necessary, and search residents' rooms for contraband and climb stairs;
+ May come into contact with hazardous materials, airborne pathogens, blood, blood borne pathogens, bodily fluids, and goods or substances that may be deemed harmful;
+ The incumbent must see, hear, and communicate with the residents in order to ensure safety and adherence to facility rules and regulations;
+ The incumbent must be able to stand and walk for extended periods during shifts; Officers must be able to respond quickly to emergencies, which may involve running or physical intervention;
+ This position interacts with residents dealing with sensitive and often challenging situations; incumbent must demonstrate strong emotional resilience and composure to ensure the safety and well-being of residents and employees.
