Summary This position is located at the School Age Care, Naval Base Guam (NBG). The mission of Joint Region Marianas (JRM) Warfighter & Family Readiness (WFR) is to provide the highest quality programs and services to the military community through self-sustainment across all quality of life programs. Responsibilities Major duties and responsibilities are summarized below. Supervisory: Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Supports Commander, Navy Installations Command's (CNIC) Equal Employment. Supervises an assigned team of direct care professionals and volunteers. Initiates and implements personnel actions and supports the CYP Director in order to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance. Program Operations. Develops the staffing schedule to ensure staff: child ratio compliance, supervision of children and youth, planning/training time is integrated, and overall classroom/activity area support occurs. Considers and approves leave and accommodation requests. Validates assigned classroom opening and closing procedures for area of responsibility are completed and assumes responsibility of facility opening and closing procedures when directed or serving as manager on duty. Ensures programming supplies and materials are adequate, well maintained, and available for utilization according to lesson and activity plans. Assists with development, implementation and analysis of surveys and needs assessment of staff and patrons to ensure appropriate programming. Program Management. Ensures the implementation of a developmentally appropriate SAC and/or CDC program that promotes the social, emotional, physical and cognitive growth of children and youth in the age categories served. Provides frequent physical check of assigned classrooms/activity areas to ensure supervision and accountability measures are implemented and ensures professionals functioning in single ratio are supported as needed. Conducts quality assurance checks on classroom/activity records to include lesson plans, after action plans, medication and allergy documentation, classroom inspection checklists, temperature logs, child portfolios, inclusion and behavior support plans, accident/incident reports, child attendance and accountability reports, as well as any locally required documentation. Ensures CYP Staff are trained and adhere to special instructions provided by parents such as medication administration, acute health related conditions, behavior management, and dietary restrictions. Management Operations. Ensures facility, program, and activity security through impromptu and routine safety checks to include classroom playground access/egress points, as well as scrutiny of indoor/outdoor inspections. Submits repair requests for assigned classrooms/activity areas and ensures temporary mitigations when necessary. Communication. Initiates conversations and engages professionally with parents, other CYP Professionals, local installation personnel, school representatives, and program partner organizations. Conducts parent orientations and ensures required frequency of parent interactions occur and participates in parent conferences as needed or upon request. Assists with establishing and implementing combined Parent Involvement Board (PIB) that includes parents and representatives from the CDC, Family Child Care (FCC), School Age Care (SAC), Youth Programs (as applicable to each installation), as well as Child and Youth Education Services (CYES). Compliance. Interprets and applies child and youth development philosophy/principles and Department of Navy (DON) policies based on patron needs and program evaluation and assessment. Implements standard operating procedures, policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards. Ensures compliance with law, policies, and regulations applicable to Department of Defense (DoD) CYP programs. Assists in obtaining and retaining DoD certification and accreditation. Responsible for safe-keeping child records and providing regular updates to the T&C and CYP management. Ensures compliance with the US Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP). Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Minimum 18 years of age; AND High School Diploma or equivalent; AND A 4 year degree in Youth Development, Child Development, or related field, which can include Recreation, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Early Childhood Education, Psychology, Social Work, Home Economics with an emphasis in Human Development or other degrees as appropriate AND 2 years of full-time experience working with children and/or youth; OR Minimum 18 years of age; AND High School Diploma or equivalent; AND Two years of full time specialized work experience teaching children or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position to be filled. Knowledge of regulations, policies, and standards applicable to the CYP. ? Knowledge of developmentally appropriate programming designed to meet the physical, emotional, social, and cognitive needs of children and youth from 6 weeks to 18 years of age. Knowledge of child and youth development principles, practices, and techniques. Knowledge of Federal and State laws governing the detection, prevention, and reporting of child abuse and/or neglect. Knowledge of leading a team and understanding motivation and learning styles of individuals and groups in a CYP environment. Skill in program planning, organizing, and employee scheduling. Skill to provide leadership, mentoring, coaching to develop and lead teams in collaborative environments. Skills to conduct informal and formal assessments of children to inform decisions about the children, to improve teaching practices and activity planning, and to drive program improvement. Skill to conduct and document observations of CYP direct care staff to determine progression and provide feedback and follow up. Ability to support and consistently reinforce developmental training of CYP direct care staff, providing ongoing guidance on the range of principles, practices, and techniques to ensure safe, healthy, and appropriate classroom/activity area operations, including recognition and identification of childhood illnesses and child abuse, etc. Ability to conduct and review program evaluations of classroom and activity areas, identifying areas that need improvement, and establishing and implementing corrective action plans to address deficiencies. Ability to communicate effectively in English, both orally and in writing in order to communicate with CYP team and customers, prepare reports and plans, and document observations. Possesses strong interpersonal skills with children, youth, and adults. Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional needs. Ability to maintain records and reports. Ability to safeguard and account for monies and equipment. Ability to supervise others. The CYP Direct Care Supervisor is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, sitting on the floor, and lifting up to 40 pounds. The CYP Direct Care Supervisor must have the visual and auditory capabilities to supervise children and youth, to comply with sight and sound supervision requirements and to provide immediate responses when applicable. Position is subject to special inoculation and immunization requirements as a condition of employment for working with children. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory Committee on Immunization Practices (ACIP), as required for Defense Health Agency (DHA) Health Care Workers, which includes the influenza vaccine. Test Designated Position: In accordance with the Department of the Navy Test Designated Position listing issued 7 October 2003 this position is subject to both pre-employment and random drug testing as a condition of employment. Management may authorize unscheduled telework in the event of weather or other base closures and should be considered on a case-by case basis IAW DoD and Navy policy.
