    Overview

     

    The Senior Manager Projects and SIR position leads a team of subject matter experts that perform permitting and compliance activities related to electric or gas transmission and distribution, electric substation or site investigation and remediation projects. The objective of this position is to assure that permitting and compliance work within the Projects section is completed in accordance with applicable external and internal requirements while meeting project scope, schedule, and budget. The position requires professional knowledge of permitting and compliance and must be capable of coordinating with various functional organizations, contractors, and regulatory agencies to accomplish the goals and objectives of the organization.

    Responsibilities

    Essential Functions

    • Responsible for the management and safety of personnel in the Environmental Projects & SIR department. This role provides training, development, and performance review for all assigned personnel.

    • Develops and implements program-specific compliance efforts by conducting thorough reviews of proposed/existing legislation and regulation then communicates information regarding OnePPL impact to management, operation, construction, and remediation of facilities.

    • Direct and support environmental spill response and clean-up throughout the service territory and on-call emergency storm restoration as needed. This may be a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.

    • Ensure process, procedures and policies are clearly defined and appropriate performance standards are developed.

    • Develop and implement the overall execution of the business strategy for the project permitting and SIR compliance function in support of the overall environmental strategies and goals.

    • Establish a strong interface with engineering, right of way, project management, construction, legal, regulatory and other key stakeholders to develop processes that will support the goals of the business.

    • Key interface with agencies as it pertains to project and site investigation and remediation (SIR) permitting and compliance activities. Works with project siting, Right of Way, Permitting and Real Estate Manager for high-level issues that may occur.

    • Develops and provides written reports on environmental and business impacts of project for scope, schedule and budget as it pertains to project permitting and SIR compliance. Establish performance indicators and performs benchmarking for sustainability and continuous improvement integration.

    • Manage and oversee employees and outside contractors, including tracking performance to ensure contract terms are met. Work with Supply chain to qualify contractors. Also responsible for releasing contractors for poor performance.

    • Leads the department efforts for environmental construction schedules, determines required environmental needs, and works with regulatory agencies and contractors to obtain permits and resolve permitting and plan issues necessary to support the construction and operation of sites and facilities. Core program competencies include in depth knowledge of the compliance provisions of the Clean Water Act (CWA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Endangered Species Act (ESA); Resource Conservation and Recovery Act (RCRA); National Environmental Policy Act (NEPA); National Historic Preservation Act (NHPA); Emergency Planning and Community Right-to-Know Act (EPCRA); Oil Pollution Act (OPA); Toxic Substances Control Act (TSCA); Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA); Coastal Zone Management Act (CZMA), Migratory Bird Treaty Act (MBTA); their amendments and all related rules and regulations including state and local implementing regulations as well as relevant state and local environmental regulations. Experience working with federal, state and local regulatory agencies on notification and approval processes. Directs inspections and audits of projects and programs.

    • Manages, reviews, and approves Environmental Projects & SIR staff work on large and/or complex projects.

    • Manages tribal and community groups as directed by senior management.

    • Assists in the development of departmental objectives, goals, budgets and programs.

    • Develops and maintains relationships with internal and external stakeholders, interfaces with various regulatory agencies' staff, and leads department effort to provide expert testimony, as needed, for hearings involving environmental legislation and regulatory actions.

    • Must work on multiple projects and tasks simultaneously and perform other duties as assigned.

    • Performs other duties as assigned

    Qualifications

    Required Education

    + Bachelor's Degree in environmental science, applied science, engineering, or related technical discipline.

    Experience

    + 14+ years experience in positions with permitting and regulatory and/or environmental field experience in addition to business management, project management and/or contract management responsibilities. Position requires technical understanding and knowledge of the energy industry

    + Ability to develop and implement process enhancements and efficiencies.

    + Knowledge of federal and state permits and regulations, environmental and non-environmental related.

    + Advanced degree or certifications in Environmental related study area.
