This position exists to recommend, develop, and represent DHS policies at the local level to support Medicaid reimbursement policies and practices with statewide school districts and charter schools. Under administrative direction of the School-Based Services Supervisor, this position is responsible for identifying, managing, and responding to technical assistance and system transition needs of assigned school districts and other school stakeholders to increase the school’s ability to provide and get reimbursed for Medicaid services provided in their setting.
Responsibilities include, but not limited to:
+ Develop and implement technical assistance in creatively navigating supports for schools to implement mental health services for students in need.
+ Support local responses and solutions to increase capacity for Medicaid reimbursable school-based services.
+ Develop and maintain collaborative relationships with stakeholders, internal partners and enterprise-wide partners involved in providing services in schools. Demonstrate an ability to navigate between systems, disciplines, and perspectives to find consensus. Responsibilities include technical assistance to partners and consultation and training regarding regulations, funding, and program eligibility.
Minimum Qualifications

Two (2) years of working experience providing, supporting, or offering technical assistance Medicaid mental health related services.
Experience must clearly demonstrate:
+ Understanding of federal and state laws and polices related to service provision and funding for eligible Minnesotans with disabilities and chronic conditions i.e., Minnesota’s Medical Assistance program, federal/state HCBS waivers, the county/tribal waiver budget allocation system, and client assessment tools, screening documents and service agreements) and service delivery models.
+ Thorough knowledge of methods and techniques of system analysis and design; statistical and/or other research methods at a level sufficient to design and prepare qualitative and quantitative studies and reports and analyze results.
+ Knowledge of adult learning principles and techniques necessary to develop training, which may include theory, application and simulation exercises, requirements for training formats and multimedia presentation design and development
+ Must have a valid driver’s license.
_*Bachelor’s degree in social services, psychology, public policy, or another related field may substitute for one (1) year of work experience._

+ Knowledge and understanding of issues that impact long-term care of older persons, as well as those with disabilities, including physical disabilities, developmental disabilities, brain injury, complex health conditions, and mental illness; related providers/advocacy organizations
+ Bachelor’s degree or higher in social services, psychology, public policy, or another related field.

+ Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
