Position Summary:
The Payroll Examiner 1 is a key member of the Human Resources team, responsible for processing payroll transactions for about 300 College Work-Study and Student Assistant employees, and supporting the processing of Administrative and Hourly payrolls for approximately 500 employees across various bargaining units and classifications (ASU, ISU, UUP, SSU, APSU, MC-13).
This role requires the handling of confidential and sensitive information, frequent interaction with employees, and the ability to interpret and communicate payroll and employment information in accordance with SUNY, State, and federal regulations. Strong computation, time management, analytical, and customer service skills are essential.
Key Responsibilities:
Payroll and Data Processing
+ Process payroll transactions and related documentation (e.g., direct deposit forms, tax forms, I-9s, right-to-work documentation) for accuracy and completeness.
+ Enter and retrieve data from payroll and human resources systems.
+ Review and verify payroll entries to ensure accuracy, appropriateness, and completeness across systems.
+ Reconcile employee records across PayServ (OSC), NYSTEP (DCS), and internal systems.
+ Compute and verify salaries, deductions, and compensation adjustments.
+ Reconstruct salary histories to determine/verify proper salary placement.
+ Process various types of payments: overtime, holiday, recall, longevity, inconvenience, lost time, pre-shift briefing, etc.
Auditing and Compliance
+ Conduct audits to ensure compliance with Civil Service Law, OSC rules, and union contracts.
+ Calculate and adjust sick leave with half-pay entitlements.
+ Review and adjust leave accruals for part-time salaried employees.
+ Review time sheets for compliance with Time & Attendance Rules and union agreements.
Customer Service and Communication
+ Serve as a point of contact for payroll inquiries via phone, email, and written correspondence.
+ Respond to external requests (banks, insurance companies, government agencies) regarding employee wage and benefit information.
+ Assist employees and supervisors in resolving payroll issues and certification errors.
Program Support and Training
+ Administer and communicate payroll- or time-related programs and procedures.
+ Enter extra service, also-receives, and adjunct faculty payments into the payroll system.
+ Perform basic accounting tasks and maintain statistical records.
+ Review and submit retirement applications via NYSLRS; liaise with agencies on job data requests.
Performance Management & HR Support
+ Track and follow up on probationary reports and annual evaluations (CSEA, UUP, UPD).
+ Assist in planning and execution of Employee Appreciation Day.
+ Provide backup support for the front desk and perform other duties as assigned.
Job Requirements:
+ Permanent service as a Payroll Examiner 1, or reachable on the current NYS Civil Service eligible list for Payroll Examiner 1.
+ OR
+ Eligible for 70.1 transfer under Civil Service Law.
+ Demonstrated experience in payroll, accounting, or HR systems.
+ Strong proficiency with Microsoft Excel and data entry systems.
+ Ability to manage and prioritize multiple tasks in a deadline-driven environment.
+ Excellent analytical, communication, and customer service skills.
+ Ability to work both independently and collaboratively.
Preferred Qualifications (Not Required for Appointment):
+ Experience working with New York State payroll systems (PayServ, NYSTEP).
+ Knowledge of SUNY and Civil Service payroll rules, labor contracts, and benefit programs.
+ Strong proficiency in Microsoft Excel and other data management tools.
+ Prior payroll experience in a higher education or public sector setting.
