    POSITION SUMMARY

    The AvantGarde, LLC (AG)Data Scientist (Human Capital Analytics & Workload Modeling) supports the U.S. Capitol Police client in designing and implementing a robust architecture for human capital (HC) data analytics. The contractor will play a pivotal role in developing and maturing interactive dashboard solutions, creating and analyzing the data surrounding workload models, and ingesting and analyzing large-scale human capital and workload datasets. The position requires proficiency in data architecture, analytics tools such as Tableau, and a strategic understanding of Federal human resources operations and workforce planning. This position will work as part of a team of other contract HC Consultants, Data Analysts and Federal employees. The Data Scientist will work part-time hours (up to 10-20 hours per week) and will be required to work onsite periodically at the USCP office on 499 South Capitol Street, SW, Washington, DC.

     

    • ESSENTIAL DUTIES AND RESPONSIBILITIES

    1. Data Architecture & Engineering

    + Design and build scalable architecture for integrating HC and workload datasets.

    + Apply best practices for data ingestion, transformation, normalization, and storage.

    + Maintain data integrity, quality, and governance.

    + Identify and analyze appropriate data to support project objectives.

    + Guide and coach project teams on analytical approaches.

    2. Workload Modeling & Data Analysis

    + Develop quantitative workload models to support staffing and resource planning.

    + Use Python, R, SQL, or similar tools for data analysis to uncover trends and insights.

    + Partner with HR experts to validate workload drivers and assumptions.

    3. Dashboard Development & Data Visualization

    + Create and maintain Tableau dashboards focused on workload, workforce, and performance metrics.

    + Develop interactive visualizations for decision-makers and planners.

    + Integrate versioning and automation for updates and reports.

    4. Strategic Analytics Support

    + Translate policies and operational goals into analytical solutions.

    + Recommend data-driven strategies for optimizing performance and workforce use.

    + Contribute to assessments and initiatives in workforce planning and strategic human capital development.

    + Assist in project deliverables tied to strategic direction, change, and project management.

    5. Collaboration & Stakeholder Engagement

    + Collaborate with HR, IT, and program teams to align data work with agency priorities.

    + Develop technical documentation, user guides, and training materials.

    + Present findings and recommendations to leadership and key stakeholders.

    • QUALIFICATIONS, KNOWLEDGE AND SKILLS

    + Bachelor’s or Master’s degree in Data Science, Statistics, Computer Science, Industrial/Organizational Psychology, or a related field.

    + 5+ years of experience in data science, ideally within a government or public sector human capital environment.

    + Strong background in building and managing data pipelines and data architecture for analytics.

    + Proficient in tools such as Tableau, Power BI, SQL, Python, and/or R.

    + Proven experience with workforce or workload modeling, or similar quantitative HR modeling.

    + Skilled at translating complex data concepts into terms understandable by non-technical audiences, including managers and executives.

    + Experience with HR systems, workforce analytics, or Federal human capital data is a strong plus.

    + Familiar with Federal human capital policies, OPM data standards, or HC maturity models.

    + Experience using database management systems like Oracle or PostgreSQL.

    + Certification in Tableau or data engineering preferred.

    + Familiarity with agile development methodologies.

    + Skilled in developing clear and visually engaging PowerPoint presentations.

    + Comfortable working in a fast-paced environment on multiple projects with overlapping deadlines.

    + Excellent verbal and written communication skills, with the ability to convey complex ideas clearly and persuasively.
