    Under direction, with latitude for the exercise of independent judgment, manages the day-to-day operations of the Operations Division, a group of approximately 90 people subdivided into service units that provide services to all City of New York Law Department personnel. Services include but are not limited to receipt of papers, service of papers, receipt, processing and routing of legal mail, scanning and copying, etc. Advises the Chief of Operations on departmental issues related to operational, managerial and mechanical improvement.

     

    o Manages the implementation of office automation solutions, specifically handling technology requirements with software and network services. Advises and implements specific requirements as directed by any oversight entities.

    o Manages the access and use of approved desktop application software to improve client offerings which enhance the services available from the Division. Participates fully at the highest levels in producing reports, databases and analysis of a very technical nature.

    o Recommends divisional policies, procedures, and operational methods ensuring that high standards and quality output are achieved and maintained. Manages divisional training programs ensuring staff are properly trained for the job, receive clear and concise written performance expectations and are evaluated on quantifiable results to achieve superior performance. Manages and directs program and staff responsible for agency training on standard and custom agency applications.

    o Recommends standards for Divisional governance and audits various systems such as data entry for matter management for the Agency as well as Division data; keeps current with and recommends changes as mandated by any oversight or governing entities such as NYC Administrative Code, Courts or agreements or contracts..

    o Manages the review of and processes for timely invoice reconciliation for all division expenditures. Direct, overseas and audits inventory control related to Operations equipment and supplies. Manages and plans for lifecycles of leased equipment and replacement of owned assets, as appropriate.

    o Advises Chief of Operations, Managing Attorney, Chief of Administration and Executive Level staff of pending departmental issues involving document preparation and reproduction, as well as the impact of office automation equipment that may require recalibration of the Agencys approach to the Operations Divisions service offerings.

    o Supervises and directs Assistant Directors and staff members which include unit supervisory staff, clerical staff, document processing operators, proof-readers, interns from various entities, research assistants, staff analysts, paralegals and office machine aides.

    o In the absence of the Chief of Operations, the Deputy Chief of Operations assumes full responsibility for the operation of the division.

    ADMINISTRATIVE STAFF ANALYST - 10026

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

    2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

    5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
