Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Special Operations Group (SOG) Headquarters located in El Paso, TX. Responsibilities This position will allow you to use your expertise in audio visual production to become a vital and essential part of Customs and Border Protection's mission. Apply for this exciting opportunity to serve as a producer, director, editor, gaffer, scriptwriter and production assistant in support of agency informational programming. This position starts at a salary of $61,111.00 (GS-09, Step 1) to $96,116.00 (GS-11, Step 10) with promotion potential to $115,213 (GS-12 Step 10). In this Audio Visual Production Specialist position, you will serve as a producer, director, script writer and production assistant in support of agency informational and message media production projects. You are responsible for oversight of the following program objectives: Producing quality multi-media production projects in support of agency informational and messaging media production projects; Serving as the field producer during border operations when productions call for such imagery. Creating and maintaining existing database of video imagery used for distribution as B-Roll to media outlets. Managing all facets of multi-media production projects, including directing, audio, video, script preparation, editing, photography, graphic design, and post-production. Assembling and repairing cables, installing and maintaining equipment, ordering and maintaining spare parts for all studio equipment. Maintaining and upgrading knowledge and skills of Audio/Visual equipment and related software. Qualifications Experience: You qualify for the GS-9 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Working with internal and external clients to determine their needs and prepares and manages audiovisual support during events Assisting with preparing scripts, electronic graphics, and editing video Assisting with staging, lighting, visuals, audio, music, and sound effects Capturing video and photographs both indoors and outdoors You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Preparing scripts, electronic graphics to enhance presentation, editing video Setting up and executing lighting, visuals, audio, music, and sound effects Repairing cables, installing, and maintaining studio equipment Capturing video and photographs both indoors and outdoors NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Education Substitution: GS-9: Successful completion of two or more years of full-time graduate education or a Master's (or higher) degree in one or more of the following major studies - photography, radio or television production, motion picture production, or other fields related to the position from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours GS-11: You may substitute a Ph.D., an equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree in one or more of the following major studies - photography, radio or television production, motion picture production, or other fields related to the position for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. Combining Experience and Education: GS-9: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grade GS-9. GS-11: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/01/2025. Additional Information Motor Vehicle Operation: You must possess the ability to operate a Government Owned Vehicle. A valid, non-restricted driver's license is required. Physical Demands: This work requires the movement of equipment and devices as well as physical exertion: standing for extended periods of time, recurring bending, stretching, and walking over rough, rocky, and uneven terrain. The incumbent is responsible for the transportation of relevant field equipment: carrying moderately heavy items such as camera bags, audiovisual equipment, laptop computers, and other relevant audiovisual accessories. Environmental Conditions: The work is predominantly performed on-location in a variety of outdoor and indoor settings with required travel in the Continental United States (CONUS) and outside the Continental United States (OCONUS). The incumbent works alongside SOG operations and operators in austere environments to include desert, coastal, forest, mountainous, maritime, and both in rural and in urban environments. This includes working from various transportation modalities including, but not limited to, working from watercraft, air platforms, and off-road vehicles under harsh weather conditions and during daytime and night. Overtime and Irregular Hours: The incumbent is required to work long and irregular hours on weekends and at night, frequently changing shifts, and duty locations.
