This position serves as the Employee Management Relations (EMR) Chief with the responsibility of planning, organizing, and directing the activities of the EMR function, ensuring that all aspects of the EMR program comply with legal and regulatory requirements, and meet customer needs. Responsibilities Plans, organizes, and directs the activities of the Employee Management Relations function, ensuring that all aspects of the employee management relations program comply with legal and regulatory requirements and meet customer needs. Exercises supervisory personnel management responsibilities at least 25% of the time. Represents the Employee Management Relations office with a variety of installation and functional area organizations. Consults with key management officials to ensure that there is senior management level awareness and cooperation concerning Employee Relations programs, regulatory requirements and restraints, and changes affecting employee-management relations issues. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include experience researching, reviewing, analyzing and interpreting policy, regulations, statutory guidance, case law, and other source reference material; AND developing and writing well-written products such as letters, memorandums, presentation papers, documents, reports, policy, and guidance related to employee relations. IDEAL CANDIDATE: Has 5 or more years of EMR/Labor experience. Has had at least 2 or more years of AcqDemo and/or DPMAP experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, practices, and regulatory requirements of employee relations concepts, case law, principles, practices, and regulatory requirements in the federal government, Department of Defense, and the Air Force. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of the Employee Relations office. 4. Ability to communicate effectively, both orally and in writing. Ability to express ideas and concepts clearly and to ensure understanding and acceptance of findings in reports, special studies, or projects. 5. Ability to maintain effective relationships with management officials, supervisors, employees, co-workers and others, to ensure cooperative resolution of problems, and to provide effective coordination of activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.
