Nature of Work
Develops, coordinates, and administers training programs for Utilities Gas personnel as outlined by DOT Office of Pipeline Safety Regulations, OSHA, and other federal regulations to protect the safety and health of City employees and the public.
Environmental Factors
Position functions seventy (70) percent in an internal office environment with no notable hazards or adverse environmental conditions and thirty (30) percent outdoors conducting field training and evaluating emergency situations, with exposure to all types of weather conditions, mechanical and electrical hazards, explosives, burns, fumes, odors and gases. Safety clothing and devices include safety helmet with face mask, fire retardant coveralls, protective eyewear, steel toe boots, vests and breathing apparatus.
Physical Factors
Position involves frequent use of a personal computer and training equipment; ability to move items weighing up to 100 pounds; verbal, visual, and auditory abilities sufficient to perform essential job functions; balancing, bending, stooping, climbing, crouching, kneeling and reaching above shoulder height; ability to move around construction sites when conducting field training and evaluating emergency situations.
Work Situation Factors
Position involves working extended hours, evenings and weekends; performing multiple tasks; adhering to strict deadlines; on-call for emergency management 24 hours a day, 7 days a week. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policy.

Duties and Responsibilities
+ Develops, coordinates, and administers training programs for Utilities Gas personnel in accordance with applicable federal and state regulations; identifies employees who perform covered tasks on City of Las Cruces Gas systems; schedules each employees for training and evaluation of qualifications to perform each task.
+ Tracks expiration dates of the qualifications of employees; notifies the employee before required evaluation expires; maintains records containing identification of required tasks, date(s) of current qualifications, and qualification methods; identifies all actions performed via OQ Plan and Operation Maintenance and Emergency plan requirements.
+ Reviews subject matter for various applications; consults with job experts to determine specific training and development needs; designs program content and structure.
+ Conducts classroom, shop, and field training programs; operates audio-visual equipment, provides lectures, leads discussions, revises materials, and arranges program logistics; sets up schedules and notifies gas personnel and contractors of training dates.
+ Provides technical guidance regarding the overall operation, planning, development, coordination, and evaluation of technical training programs for supervisory, craft and skill employees; provides recommendations regarding employee development.
+ Provides on-site troubleshooting and problem resolution; identifies and corrects improper work practices and recommends budget; procures, maintains, and operates specialized equipment.
+ Administers a City-wide standard welding procedure program; oversees weld certifications, tests vendor products, and evaluates equipment to ensure federal compliance.
+ Responsible for all maintenance and upkeep of high-pressure welding equipment; purchases emergency equipment and ensures all emergency equipment is in full operating condition.
+ Provides work direction to other staff; oversees and monitors staff time sheets and attends staff meetings.
+ Performs any and all other work as needed or assigned.
Minimum Qualifications
Associate Degree in Engineering Technology/Science or related field AND five (5) years of experience associated in the construction or design of gas systems is required. Previous experience in a training-related environment is highly desirable. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid driver's license is required. Position requires an acceptable driving record in accordance with City of Las Cruces policies. Certification as a Certified Welding Inspector (CWI) from an accredited institution must be obtained within three years of employment. Journeyman Gas and Evaluator certifications and other technical or industry specific licenses or certifications may be required or preferred.

Knowledge of: natural gas systems and DOT regulations; principles and practices of adult learning; principles, training methods, and techniques used in current training practices; instructional methods and media; principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
Ability to: conduct formal training needs assessments; evaluate the effectiveness of training programs; perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; timely and accurately enter data and update records using various mediums and formats; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.
Skills in: poly and steel welding equipment; testing equipment that includes steel tensile guided bending machine and stopple equipment; reading, understanding, and applying relevant rules, ordinances, codes, regulations, policies, and procedures; effectively managing assignments; responding to inquiries timely and within the scope of delegated authority; responding appropriately, maintaining objectivity and freedom from prejudice, and exercising sound judgment and understanding in all interactions; effectively working independently, or as a team member, in various environments with changing priorities; preparing and presenting various reports, documents, forms, and correspondence; researching information, analyzing data, maintaining accurate records, and updating information in various mediums and formats; operating a personal computer with installed generic and specialized software; preparing and presenting information in a clear and concise manner; demonstrating appropriate and effective interpersonal communication and conflict resolution skills; performing highly effective support in assigned areas.
