Examples of Essential Work (Illustrative Only)
+ Plans, coordinates, and supervises the operation of the Municipal Court, including managing staff, establishing Court schedules, and maintaining Court records;
+ Oversees the personnel functions for the division, including analyzing divisional personnel needs, and making recommendations accordingly, including recruiting, selecting, hiring, motivating, evaluating, disciplining and terminating division personnel in accordance with established City policies and procedures;
+ Promotes positive work attitudes within the division and maximize teamwork and cooperation by all departmental employees;
+ Works with the Chief Judge to plan, develop, and direct the implementation of goals, objectives, policies, procedures, and work standards for all related division functions;
+ Prepares, administers, and reviews the division’s annual budget for each area of responsibility, including monitoring expenditures, maintaining related reports and records, compiling budget data, and reviewing purchase orders and expenditures for approval;
+ Manages staff performance including supervision of assigned staff; approves time-off requests and approve subordinate employee timesheets; participates in the selection, promotion, discipline, and termination of staff and recommends candidates for hiring; schedules, trains, motivates and evaluates assigned staff;
+ Maintain written procedural and operational standards manual for Court Clerk’s duties and responsibilities;
+ Maintains the Court record electronic system, implementing changes to documents, bond schedule, and statutes, and communicating with the Montana Supreme Court regarding changes and/or updates
+ Supervises the maintenance of Court records, including tracking all documents filed or deposited, meeting established filing deadlines, updating indexes, registering daily actions, reconciling appearance bond and restitution database to the appearance bond/restitution checking account and monitoring payment plans for defendants;
+ Responsible for updating contract, maintenance, and management of a citation importer, Liberty Recorder software (courtroom recording system), and interpreter services
+ Serves as a liaison for the Court with other City departments and court-related programs and stakeholders in the legal system;
+ Manages procurement of inventory and supplies for the division;
+ Ensures accurate and timely reporting and disbursement of fines, fees, and forfeitures;
+ Completes periodic revenue reports, including daily cash, mid-month, end-of-month, bank reconciliation, end-of-year, and upon request.
+ Manages stale checks to be written off and issues checks for restitution disbursement and bond refunds and pays invoices;
+ Greets visitors to the department/division and answers questions, and/or refers individuals to designated personnel or other departments or outside agencies as appropriate;
+ Provides needed information and demonstrations concerning how to perform certain work tasks to employees;
+ Communicates and coordinates regularly with appropriate others to maximize the effectiveness, modernization, and efficiency of intra and interdepartmental operations and activities;
+ Keeps judges and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
+ Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
+ Responds to citizens questions and comments in a courteous and timely manner;
+ Performs other duties consistent with the role and function of this classification.
Minimum Required Qualifications
+ Bachelor’s Degree in Public Administration, Business Administration, Criminal Justice or a closely related field; and
+ Considerable (5-7 years) experience in the legal system, public administration, or office management including at least one year of supervisory experience; or
+ Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Knowledge, Skills, and Abilities
+ Thorough knowledge of court regiment, policies, procedures, and activities;
+ Thorough knowledge of related State laws, policies, and regulations;
+ Thorough knowledge of legal terminology and/or procedures;
+ Thorough knowledge of the Municipal Court legal document recording process;
+ Thorough knowledge of office practices, procedures, and etiquette;
+ Thorough knowledge of court-related documents;
+ Thorough knowledge of laws and rules that govern the court system;
+ Some knowledge of basic accounting and bookkeeping principles;
+ Ability to interpret accounting reports and records to analyze data for control and reporting purposes;
+ Ability to handle confidential and administrative information with tact and discretion;
+ Ability to organize and prioritize work, and establish and maintain appropriate organizational structure;
+ Ability to exercise sound, independent judgment;
+ Ability to prepare and present accurate and reliable reports containing findings and recommendations;
+ Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations accordingly;
+ Ability to deal with a wide range of persons, including situations in which individuals may be upset over some issue involved with City activities and/or policies;
+ Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
+ Ability to understand and follow oral and/or written policies, procedures and instructions;
+ Ability to prepare and present accurate and reliable reports containing findings and recommendations;
+ Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
+ Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
+ Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of constant interruptions and time-sensitive deadlines;
+ Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
+ Ingenuity and inventiveness in the performance of assigned tasks.

Required Special Qualifications
+ Must currently possess or be able to obtain Montana Notary Public Registration/Certification within 6 months of employment;
