    Summary This position is assigned to the Non-Appropriated Fund (NAF) Naval District Washington, Naval Support Facility Bethesda, MD Fitness Division. Incumbent serves as the Aquatics Program Manager in the division and assists with the oversight of Fitness. Responsibilities Aquatics (includes but not limited to): Assists in planning & implementing a comprehensive aquatics program for active & retired military, authorized civilians, contractors, and dependents. Program includes recreation swim, lap swim, water safety instruction, aquatic events, etc. Protects lives through aggressive prevention, preparedness, education, emergency medical, and rescue programs. Ensures all applicable rules and regulations pertaining to swimming pools & waterfronts are posted and observed. Manages a continuous check of the swimming facility throughout the operational day, ensuring that the lifeguards & instructors are alert and providing the pools with safety requirements. Performs water rescues and land rescues equal to the standard of training when an emergency is taking place (e.g. drowning, medical or trauma in the water, etc.). Manages respiratory, cardiac & first aid emergencies to include performing cardiopulmonary resuscitation (CPR), bag-valve-mask (BVM) resuscitation, or automatic external defibrillation (AED). Manages the use & maintenance of emergency equipment such as specialized kits and rescue bags, backboards, suction devices, splints, stretchers, & monitoring equipment. Develops & oversees emergency medical and rescue training, public education & other related educational & functional duties. Teaches various swimming skills & basic diving for all age groups. Prepares material for classes being taught. Ensures the safety of all patrons in the class. Ensures all maintenance work, water chemical testing, pool vacuuming, filtration, & equipment are within the scope required by preventative medicine standards. Ensures that the facility is reasonably clean of debris & hazardous materials. Responsible for planning & scheduling of lifeguards Serves as the subject matter expert on aquatics for the installation. Program Management and Administration (includes but not limited to): Plans & coordinates the details of recurring and non-recurring activities, special events & joint community undertakings within the assigned program(s) to make maximum use of resources, consistent with military mission and with the principles of MWR program development. Assists the Fitness Program Director in periodically updating the departmental strategic plan and reports. Assists in projecting income derived from fees & charges. Monitors inventories, cost controls, patron counts & maintains related records and reports. Seeks ways to directly connect departmental plans to current CNIC, MWR priorities including recruitment and retention. Coordinates program efforts with other Aquatic Division team members. Works closely with other MWR departmental personnel in regards to scheduling, supervision, and facility guidelines. Identifies installation and MWR target groups with whom special programs may be co- sponsored. Assists in developing & maintaining a comprehensive publicity and marketing plan to include public relation duties (e.g., preparing and distributing flyers, press releases, brochures, etc. Arranges for equipment, supplies & services needed to accomplish scheduled programs & makes recommendations for improvements. Ensures programs, operations, & use of equipment are conducted within all prescribed sanitation, & health and safety regulations, standards, and guidelines. Assists in implementing an effective written safety/risk management plan & procedures for emergency care for participants; schedules training/certification classes in First Aid/CPR training for appropriate personnel. Conducts regular safety inspections of the facilities, & reports concerns to the immediate supervisor. Prepares training manuals/material, operating manuals, & conducts staff meetings & training. Schedules recreation facilities and supervises condition of facilities. Provides clerical support, program registration, answers telephones, and maintains correspondence with other divisions or agencies; responds to public inquiries about the facility. Assists with reservations, contracts, and access list for various fitness, sports, and aquatics facilities. Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Directs work to be accomplished by staff. Assigns work based on priorities, difficulty & requirements of assignments, & staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely & takes appropriate, corrective action(s) as necessary. Requirements Conditions of Employment Qualifications Knowledge that enables the employee to competently and independently carry aquatics programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served. Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications. Knowledge of both, NAF, and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs. Knowledge of the roles of the lifeguards and water safety during a coordinated rescue scene for the safety of the rescuers and the victim. Knowledge of and ability to conduct pool chemical testing and adjust chemical imbalances and document the results. Skill in planning and executing a comprehensive aquatics program that include a variety of fitness and/or aquatics activities which meets the needs of the participating community. Skill in effectively organizing and utilizing available community resources. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to perform the full range of supervisory duties. Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing. Education Instructor certification as a lifeguard or water safety instructor certification in accordance with MWR policy; and, either Undergraduate or Graduate Education with a major in general recreation, or one of the appropriate fields of recreation related to the position; or at least one year specialized experience; or an equivalent combination of education and experience. Incumbent must possess and maintain: CPR for the Professional Rescuer and Emergency Response through the American Red Cross or equivalent; and Aquatic Facility Operator or Certified Pool Operator (NAVMED 5010-4) Incumbent must possess or be able to obtain the following within 90 days of hire: Blood-borne Pathogen Certification Navy Basic Fitness Certification (If working in fitness facility) The following certifications are preferred: Lifeguard Instructor Water Safety Instructor Additional Information Salary is dependent on experience and/or education. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
