    Summary You will serve as an Instructor for the Brig Prisoner Adult Basic Education (ABE) Program of NAVAL CONSOLIDATED BRIG MIRAMAR. Responsibilities You will deliver Adult Basic Education (ABE) for prisoners who have been determined to be in need of instruction in preparation for resocialization after release. You will maintain attendance records and all other administrative records required by Navy and civil policy and procedures. You will obtain course reference materials from the local base education office or from contacts outside the agency such as the U.S. Dept. of Education, Military Academic Skills Program, etc. You will assign classroom exercises, tests, projects, and homework as necessary. You will enforce classroom discipline and assist the Brig administration in ensuring a safe, secure Brig environment. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing curriculum for adult basic education courses based on developmental needs; 2) Maintaining assigned courses by evaluating course design, content, and methods; 3) Analyzing test results to relate Adult Basic Education (ABE) to course content development and instructional sessions; and 4) Utilizing instructional theories, principles, techniques, and analytical skill to write, maintain, and improve course design. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess one of the following: Bachelor's degree from an accredited or pre-accredited institution that included or was supplemented by supervised student teaching, and at least one course in each of the following areas: general psychology, human development, history and/or philosophy of education, and teaching methods at the learning level of the position to be filled, i.e., elementary or secondary learning level. For secondary school teaching positions, applicants must also have had at least 24 semester hours (or equivalent) of course work in each of the principal fields of instruction. OR Combination of education and experience - Applicants who have completed a full 4-year course of study in an accredited or pre-accredited college or university leading to a bachelor's degree but who do not meet the specific course requirements shown above meet minimum qualification requirements if they have completed at least one full academic year of professional teaching experience at the elementary or secondary school level as appropriate to the position to be filled. Professional teaching experience is defined as full and primary responsibility for the instruction of assigned students under general supervision in a recognized or accredited school or other accredited educational institution. This includes responsibility for preparation and presentation of lessons and the evaluation of students' progress throughout the learning period, including a determination of the students' success or failure according to established criteria. OR Teacher certification or licensure in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In lieu of specialized experience, the following education may be substituted: 3 years of progressively higher level graduate education leading to a Ph.D. degree; OR a Ph.D. or equivalent doctoral degree.
