    POSITION: Network Specialist, Network and PC Support Services Section

    GRADE: IT07

    SUMMARY OF POSITION: The Network Specialist works under the direct supervision of the Administrator of the Network and PC Support Services Section. The Network Specialist is responsible for the installation, maintenance, and monitoring of the network systems and operations for the Bureau and the General Assembly.

     

    Under the new pay plan this position is a grade IST06. Pay will be commiserate on experience.

    ESSENTIAL FUNCTIONS:

    + Be available to members of the General Assembly and Bureau staff to provide technical services, as requested.

    + Maintain, upgrade, and monitor computer networks and related computing environments, including computer hardware, systems software, applications software, and all configurations.

    + Diagnose, trouble shoot, and resolve hardware, software, or other network and system problems, and replace defective components when necessary.

    + Install computers, network equipment, and cabling for the purpose of providing voice, video, and data transmission services.

    + Repair operating systems and network equipment.

    + Operate master consoles to monitor the performance of computer systems and networks, and to coordinate computer network access and use.

    + Configure and test computer hardware, networking software, and operating system software.

    + Perform routine network startup and shutdown procedures.

    OTHER FUNCTIONS:

    + Occasional out-of-state travel to conferences and seminars.

    + Perform other related duties as requested by the Administrator of the Network and PC Support Services Section, the Assistant Director for Information Technology, and the Director of the Bureau.

    QUALIFICATIONS/SKILLS:

    + Bachelor’s degree in computer science or a related field from an accredited college or university, OR completion of technical training in computer science, data processing, or a related field acquired from a vocational, military, or industrial setting, with two (2) years experience in network systems.

    + Education, experience, and abilities commensurate with assigned duties and subject matter areas.

    + Knowledge of Bureau policies and procedures.

    + Ability to organize workload and set priorities.

    + Ability to communicate with Bureau Staff, state agency staff, members of the General Assembly, and members of the public.

    + Knowledge of LAN/WAN systems and other internal and external networks

    + Knowledge of computer hardware and software systems and affiliated support.

    + Knowledge of object-oriented programming languages.

    + Knowledge of client and server applications development processes and multimedia and internet technology.

    + Ability to customize and update computer systems.

    + Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.

    + Ability to address technical issues in both technical and non-technical terms.

    + Knowledge of network hardware replacement and maintenance.

    PRODUCTION STANDARDS:

    + Accurately analyzes and provides technical solutions to computer and other electronic issues.

    + Adept in communicating with Bureau staff, members of the General Assembly, state agency staff, and members of the public, both verbally and in writing.

    + Demonstrates proficient time management skills, including the ability to complete work under strict time deadlines.

    + Maintains high standard of professional ethics and exercises appropriate discretion with confidential matters.

    + Effectively organizes and monitors the status of projects and work flow.

    + Works cooperatively at problem solving and assists co-workers with a variety of tasks.
