If you like coordinating complex planning and scheduling using your deep analytical skills, this is the opportunity for you! As a Sr Program Planning and Scheduling Analyst, you will be using your skills and expertise to prepare, develop and coordinate our integrated master plan and integrated master schedule to meet our program objectives and ensure major projects and program schedules and plans are horizontally and vertically integrated across the enterprise. You'll be responsible for tracking plans and schedules, performing risk analysis, identifying and resolving critical path and network logic conflicts utilizing Gantt, PERT, milestone charts, earned value management and other project management techniques. You'll evaluate the level of schedule compliance and identify reasons for completion shortfalls.

Responsibilities:

+ Responsible for the day-to-day tactical duties for assigned programs.

+ Oversees and coordinates the administrative/operational aspects of ongoing projects within the program guidelines set by the Program Manager and customer.

+ Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives.

+ Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and customers.

+ Develop, track and update schedules; facilitate resource leveling; validate remaining work; identify and resolve critical path conflicts; analyze impacts to schedule of any proposed changes.

+ Handling multiple projects at one time and must be able to prioritize tasks, integrate data, and be focused on achieving mission results.

+ Interface with various teams and must be able to coordinate schedule reviews and updates.

+ Coordinate routine integrated master schedule (IMS) meetings with Program, Operations, Engineering, Management as well as Customer Representatives.

+ Use of Microsoft Office Suite of applications including MS Excel, Word, and Power Point for documentation of deliverables, technical reports, and presentations.

+ Recommend and develop schedule management solutions, processes and procedures to improve the reporting system.

Qualifications You Must Have:

+ A Bachelor's degree in finance, accounting, economics, engineering, or a related field and 10 years or more of related work experience.

+ Higher education may substitute for relevant experience

+ Relevant experience may be considered in lieu of required education

+ Experience in Microsoft Project Professional

+ Exceptional planning and organizational skills to maintain overall integrity of program plans

+ Effective problem solving skills

+ Effective multi-tasking skills to handle multiple impacts to the program plan simultaneously

+ Strong math skills and the ability to make precise calculations

+ Demonstrated proficiency in Microsoft Project and Microsoft Office Suite

+ Strong oral and written communication skills

+ Ability to pay close attention to detail

+ Ability to prioritize tasks, integrate data, and be focused on achieving mission results

+ Strong organizational and time management skills

+ Ability to coordinate schedules and operational activities efficiently

Qualifications We Prefer:

+ Program Planning and Production Scheduling Experience

+ Working Knowledge of Throughput, Bottlenecks and Capacity Planning

+ Understanding and Experience with Critical Path Analysis

+ Understanding of Work Breakdown Structure (WBS) Development

+ Knowledge and Experience with Engineering Design Concepts

+ Knowledge and Understanding of Schedule Performance

+ Resource Loading / Planning / Levelling

+ Knowledge and Experience Baselining Program Schedules

+ Knowledge and Understanding of IPMR DI-MGMT-81861

+ Knowledge and Understanding of MIL-STD-881 and NDIA-IPMD-PASEG

+ Knowledge and Experience with Earned Value Management Systems (EVMS)

+ Experience with Rolling Wave Planning

+ Experience with Baseline Change Control

+ Experience / Trained as a Control Account Manager (CAM)

+ Understanding and Experience with Different Contract Types

+ Proposal Experience (Writing BOEs)

+ Proposal Experience with RFP / PWS / SOW / SOO / Requirements

+ Proposal Experience (IMP/IMS Creation and Development)

+ Knowledge and Experience with Schedule Risk Analysis (to include Monti Carlo Simulations)

+ Experience Mentoring Junior Planners and Schedulers

+ Ability to Work Across Multiple Software Systems and Comprehend System Relationships

+ Ability to Develop and Conduct Relevant Stakeholder Learning Sessions

+ Knowledge of COBRA a Plus

+ Foundational Understanding of Program Management Processes

+ Knowledge of DoD, Government Contracting and / or Public Auditing, Policies, Standards, and Procedures
