Primary Purpose
PRIMARY PURPOSE OF POSITION
Overall responsibility and management for the operation of gas system operations including the Gas System Control (GSC) Center and all natural gas gate stations and LNG and propane storage facilities to ensure reliable and safe delivery of gas supplies to all residential, commercial and industrial customers, including electric generation and co-generation units. Manages the development of plans, budgets and strategies to ensure optimum performance and overall integrity of the facilities and systems within scope of responsibility. Monitors and ensures regulatory compliance within this organization. Has final authority on operating and maintenance decision related to overseeing operations and maintenance of the gas plant facilities. Approves operating parameters and control scheme changes in automation systems. Note: Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
Primary Duties
PRIMARY DUTIES AND ACCOUNTABILITIES
+ Overall responsibility for, and management of, the operations to monitor and control the gas supply into the Transmission & Distribution Systems (25%)
+ Overall responsibility for, and management of, the operations and maintenance of all natural gas metering & regulating stations and all peaking facilities in compliance with all applicable Federal and State regulations (25%)
+ Manage the development of the plans, budgets and strategies to meet the needs of the business in these areas. (25%)
+ Review and respond to proposed changes to DOT and other laws/regulations that impact the Company in these areas (10%)
+ Develop and implement new technologies and industry best practices to improve operations, productivity, and reduce costs (10%)
+ Development of gas supply emergency response and restoration procedures and coordination of drills with field operations (5%)
Job Scope
JOB SCOPE
+ Operations: Responsible for the management of the gas control group that controls and monitors the delivery of gas into the Transmission and Distribution Systems, while ensuring that the natural gas transmission and distribution systems are operated in a safe and reliable manner. In addition, this position oversees the Plant Operations group which is responsible for the operation, maintenance and construction activities associated with the 35 metering and regulating gate stations that supply natural gas into the system and for the 2 gas peaking plants that provide a supplemental gas supply to the system during periods of heavy demand or curtailed/uneconomic supply from the pipelines. This position is responsible for ensuring effective emergency response and restoration to major M&R, LNG and propane facility failures which impacts system reliability, customer service and satisfaction levels and financial performance.
+ Planning: This position is responsible to determine the long-term needs of the group and develop the budgets required to meet its obligations. It is responsible to review proposed changes to Federal, State and local regulations in these areas and to develop the corporate response to them. Oversees the development of, and approval of, enhancements to operate and monitor system operations including computer programs such as SCADA and LNG plant Distributed Control System (DCS); and the investigation, evaluation and approval of new technologies to increase the performance and security of the gas system.
+ Contacts: Position represents the company to Federal, State and local public and environmental officials as it pertains to the operation of the gas distribution system. Is the contact person to the Interstate Pipelines and provides direction for future operational needs; coordinate operational activities to ensure system integrity (especially during colder weather), provide information and resolve billing inquires between the Company and the suppliers. Regular interaction with Gas Department Management, regulatory, industry and oversight groups such as State Commissions, AGA, DOT, etc.
+ Impact of Errors: Ensures that there is an adequate gas supply in the distribution systems to meet our customers' needs and peaking gas supply available for colder temperatures. Failure to perform in this area would result in significant legal and financial liability to the Corporation. Failure to appropriately plan and execute facility maintenance and upgrades could result in a catastrophic failure of facilities that could result in employee or public injury or death, significant financial liability and damage to company image with the public, regulators and investors.
+ Position reports to VP, Gas and interacts frequently with senior leaders.
Minimum Qualifications
MINIMUM QUALIFICATIONS
+ BS/BA in Engineering, Business Management or related field and a minimum of 10 years of related experience.
+ 3-5 years of supervisory experience.
+ In lieu of degree, 12-15 years of relevant experience.
+ Proven leadership skills.
+ Extensive knowledge of the gas system and gas distribution/delivery business.
+ Knowledge of, and experience with interacting with local, state and federal regulatory agencies governing GSC and Plant operations, including environmental regulations as they apply to gas operations.
+ Strong experience in the business planning, budgeting process and financial practices. Experience developing and implementing long term strategy to support operational decisions.
+ Excellent written and oral communication skills

MBA or Masters Degree in a related field.

+ Annual salary will vary based on a candidate’s skills, qualifications, experience, and other factors: $144,800.00/Yr. – $199,100.00/Yr. plus an additional $25K in Long Term Incentive Plan annually.
