    Duties Description The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 2, G-23, position in the Division of Forensic Services (DFS), Diversion Center. The Diversion Center’s mission is to support jurisdictions in the development, implementation, evaluation and replication of initiatives to the reduce arrest and incarceration of persons with serious mental illness (SMI). The general services provided by the Diversion Center are the assessment of local resources, current practices, and gaps in services through sequential intercept mapping; researching, training and technical assistance for the identification and diversion of justice-involved mentally ill individuals from incarceration; and researching, training and technical assistance to develop and sustain Crisis Intervention Team (CIT) programs in communities throughout NYS. One of the initiatives under the Diversion Center is the Court-Based Mental Health Navigators, which aim to support individuals with serious mental illness who are in the community and involved in the criminal justice system by offering voluntary connection to community and county behavioral health resources to support health, wellness, and recovery. Navigators are based in counties with high SMI arrests and/or high CPL 730 utilization. They are housed within county government and have a strong understanding of the local mental health and social services system as well as the criminal justice system. Specific duties to be performed by the MHPS 2 may include, but are not limited to, the following: • Assist in planning, development, and implementation of the Navigator programs.• Monitor and evaluate activities to ensure new and ongoing programs are implemented according to OMH guidance and best practices.• Review reports from other states and experts in mental health/criminal justice diversion to assess performance of models used. • Draft policies and ensure all practices and protocols are in accordance with best practices, state laws, and OMH guidance. • Identify gaps in services and assist in developing corrective action plans to ensure individuals with mental illness who are involved in the criminal justice system are connected to treatment services. • Collaborate with OMH field offices and local county mental health and criminal justice stakeholders to initiate partnerships and address system gaps and/or barriers.• Develop a resource network of mental health providers and programs that work with individuals involved in the criminal justice system as well as diversion programs.• Monitor and evaluate the quality of services provided. Collect and manage data to be utilized in quality improvement projects. Prepare comprehensive reports. • Consult with, and provide expert technical assistance and guidance to, OMH staff, other State and local agencies, and Navigators.

     

    Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:A bachelor's degree in a qualifying field* AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program+.+A master's degree in a qualifying field* can subsitute for one year of specialized experience.*Qualifying degrees: child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special educationTransfer Opportunity:Candidates must have permanent service as a Mental Health Program Specialist 2, Grade 23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must must possess a bachelor's or higher degree in a qualifying field as detailed above* AND and three years of professional clinical or administrative experience in a mental health program.     Additional Comments The Division of Forensic Services is conveniently located in independent offices on the grounds of the Capital District PC at 75 New Scotland Avenue, Albany, New York. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
