The City of Portland Bureau of Environmental Services (BES), part of the City’s Public Works Service Area, is seeking a Financial Analyst III to join the Financial Services Division of the Business Services Group. Financial Planning, within the bureau’s Financial Services Division, is responsible for ensuring the financial success of a large and complex municipal sewer and stormwater utility bureau with an annual budget of over $1.6 billion and with debt outstanding of $1.4 billion. Financial Planning provides budget development, financial/economic analysis, forecasting, debt management, sewer and stormwater rate and fees development (in excess of $450 million annually), policy analysis and recommendations, and wholesale service contract development and administration.
The Financial Analyst III, under direction from the Financial Services Manager, will be responsible for planning, organizing, directing, and managing the Financial Planning section, including the direct supervision of a team of 3-4 financial analysts. This position leads the program by providing financial planning and reporting, budgeting, financial structure, utility rates and fees, and a variety of other business services in support of bureau and service area management, staff, City Council, and community members.
This position manages all planning and implementation phases of the bureau's budget and provides strategic guidance for short-term (five-year) financial planning process, the result of which implements the Five-Year Financial Plan and provides the cost basis and rationale for utility rate making. This position leads, conducts, and carries out highly complex analyses and studies on a wide range of financial, budgetary, rate-setting, and other organizational issues in support of the planning and execution of City and bureau goals and objectives.
The Financial Analyst III is responsible, under general direction, for independently developing and maintaining financial models used in the development of budgets, financial and operational plans, and rate ordinances. They conduct difficult and responsible analyses and forecasts; develop financial and economic models to assist in demand forecasting, financial planning, utility rate analyses, expenditures and debt analyses as assigned; perform related duties as assigned; and, overall ensure the utility remains on a stable financial trajectory.

+ Direct and coordinate the preparation and administration of the operating and capital budgets.
+ Develop and review financial policies related to all aspects, including bond compliance, of the utility.
+ Participate in the issuance of long-term debt, including primary and secondary market disclosures.
+ Perform financial analysis, including development of analytical techniques to identify alternatives and support recommendations.
+ Provide reporting materials and general support for bureau and service area leadership, City Council, Portland Utility Board, and others.

To Qualify
Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:
+ Knowledge of the principles of financial modeling and forecasting.
+ Ability to analyze and evaluate economic, operational, and financial issues to develop alternatives and reach sound conclusions and effective recommendations and solutions.
+ Experience using principles and practices of public administration, including budget, purchasing, contract processing, and maintenance of public records.
+ Ability to lead a team of finance professionals.
+ Knowledge of the principles, practices, laws, and regulations governing the financing of public facilities, including utilities.
+ Ability to extract financial and other data from financial systems and databases to develop solid conclusions.
+ Experience using the principles and practices of sound business communication, including the ability to present ideas clearly, logically, and persuasively in a non-technical manner to diverse audiences.
Additional Requirements
+ A bachelor’s degree in Business Administration, Finance, Economics, or a related field, or equivalent work experience, is preferred. Any combination of education and experience that is equivalent to the minimum qualifications is acceptable.
