    About LIRR:

    Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles – from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.

    JOB SUMMARY:

    This position is responsible for providing overall leadership and direction for the Engineering Department, ensuring the infrastructure of the Long Island Rail Road is in a state of good repair and coordinating efforts with Construction and Development for timely successful completion of projects. Providing efficient and cost effective use of our resources.

     

    This is a Non-Represented Position.

     

    This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. Please note that this position has been designated as a “Policy Maker” pursuant to the New York State Public Officers Law & the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics.

    DUTIES & RESPONSIBILITIES:

    + Provide direction and guidance to the Engineering Department including the agency's fleet of vehicles. Managing efforts of the LIRR force account labor to carry out regular maintenance as well as state of good repair capital project work

    + Coordinating with the Operations Support and Construction and Development groups for capital program project work.

    + Work with other operating departments to schedule necessary state of good repair work. Ensure coordination with other departments for maintenance and state of good repair while achieving corporate goals.

    + Establish M of W division's budgetary needs working with the finance group, oversee the administrative functions of the M of W division establishing clear procedures and controls for the division and achieve budget targets.

    + Develop the capital program and 20-year needs for the LIRR infrastructure in collaboration with the Operations Support and C & D groups.

    + Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure competent and motivated staff capable of fulfilling current and future human resource requirements.

    + Promote safe work practices and provide safe working conditions. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

    + Perform other assignments as requested by Senior Management.

    + Maintain positive labor relations overseeing labor relations activities within the Department.

    + Coordinate labor concurrences needed to progress all Capital work that is performed by outside contractor forces on facilities maintained by Engineering.

    + Provide leadership and guidance to the department regarding compliance with LIRR principles, policies, and programs.

    + Serve as an Executive Committee member, which requires active participation in the determination of major policy decisions for the LIRR.

    KNOWLEDGE AND SKILL REQUIREMENTS:

    + Bachelor's degree in Engineering or Business Administration and 12 years related leadership management experience with a diversified public agency.

    + In lieu of degree, candidates that possess 16 years of demonstrated, directly related, leadership management experience may be considered.

    + Broad, diversified management experience in a public agency; well-developed presentation, negotiating, communication and leadership skills.

    + Demonstrated ability to manage and be sensitive to a diverse workforce.

    + Must possess a broad knowledge of procurement, labor relations and human resources policies and procedures at a senior level.

    In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance. Not all qualified applicants are guaranteed an interview due to the competitive selection process. A medical examination and safety sensitive drug/alcohol test may also be required.
