    The Position

    Do you have a strong background in accounting and tax? Are you interested in hearing tax cases and making decisions that affect City of Portland, Multnomah County, and Metro tax filers? If so, the Revenue Division is accepting applications for a Revenue Division Appeals Board (RDAB) (https://www.portland.gov/revenue/rdab) member. RDAB is a five-member volunteer board, comprised of members of the accounting and tax community. The current vacancy is for a 2-year term ending 12/31/2027 with the possibility of renewal. RDAB positions are appointed by the Mayor, subject to approval by City Council.

     

    The Revenue Division administers various tax programs such as the City’s business license tax, Arts tax, Transient Lodgings Tax, Utility License Fee, and Clean Energy Surcharge, as well as the local business and personal taxes for Metro and Multnomah County. Tax filers that disagree with a return adjustment and Final Determination issued by the Revenue Division, they may appeal that decision to RDAB.

     

    Committee activities include: Meets every quarter to hear and decide business license, business income tax, personal income tax, and transient lodging tax appeals of decisions issued by the Revenue Division.

    To Qualify

     

    To be eligible for the RDAB, the member must have an appropriate level of expertise in accounting methods; this expertise typically includes holding a Certified Public Accountant license or other strong tax accounting background.

    What We Look For:

    A RDAB member must bring an appropriate, demonstrable level of expertise in both accounting and tax regulation.

    Time Commitment:

    + Quarterly meetings in Feb, May, Aug, and Dec.

    + 2-year term commitment, ending 12/31/2027

    + The time commitment varies depending on volume of protests. An example of a “normal” commitment may be estimated at 3-4 cases a year – average time commitment is a few hours a month. The time would likely be spread unevenly throughout the year (i.e., 3-4 hours a week for 2-3 weeks each quarter).
